Sélection d’un Consultant Individuel chargé de la conception, l’élaboration, le suivi et la mise à jour du Plan de Clôture du Programme, objet du Compact II
Le Gouvernement du Royaume du Maroc a conclu, le 30 novembre 2015, un deuxième programme de coopération (Compact II) avec le gouvernement des Etats-Unis d’Amérique, représenté par Millennium Challenge Corporation (MCC) et ce, dans l’objectif de rehausser la qualité du capital humain et d’améliorer la productivité du foncier.
Le budget alloué par MCC à ce programme de coopération s’élève à 450 millions de dollars, auquel s’ajoute une contribution du gouvernement marocain de 15% au minimum. Le montant global est destiné à financer deux projets à savoir « Education et formation pour l’employabilité » et « Productivité du foncier » et dont la mise en œuvre s’étale sur 5 années à compter du 30 juin 2017.
Par cet avis spécifique de passation des marchés, l’Agence MCA-Morocco sollicite des propositions en vue de la Sélection d’un Consultant Individuel chargé de la conception, l’élaboration, le suivi et la mise à jour du Plan de Clôture du Programme objet du Compact II.
Le(a) consultant (e) sélectionné (e) se verra attribuer un contrat pour une durée maximale de dix-neuf mois temps plein, répartis-en 2 (deux) périodes, une période de base de maximum 7 (sept) mois et une période optionnelle de 12 (douze) mois.
Les consultants individuels seront choisis conformément aux directives de MCC en matière de passation des marchés pour les consultants individuels selon la procédure « Individual Consultant Services (ICS) ». Cette procédure d’évaluation est basée sur la qualification du consultant et dont les directives sont disponibles sur le site web de MCC « www.mcc.gov » : https://www.mcc.gov/resources/doc/program-procurement-guidelines
Les consultants individuels intéressés peuvent manifester leur intérêt et soumettre une proposition.
