Description

The Government of India (GOI) has received a credit from the International Development Association (IDA) for funding the National Agricultural Innovation Project (NAIP) of the Indian Council of Agricultural Research (ICAR) and intends to apply part of the proceeds of this Credit to payment towards a consultancy on "Bio-Clustering and Agricultural Bioinformatics Portal Development" under NAIP component-I sub-project on " Establishment of National Agricultural Bioinformatics Grid in ICAR" The consultant needs to provide two major services: A: Bio-clustering of HPC systems, which may include (i) Design and development of National Agricultural Bioinformatics Grid (NABG) resources to provide bioinformatics and bio-simulation services to its users in an easy to use and intuitive model, (ii) defining computational biology services that would be offered by NABG and (iii) development of bio-simulation service portfolios that would be supported by NABG. B: Development of agricultural bioinformatics portal, which includes (i) designing, development and implementation of genomic databases and data warehouse, (ii) development of agricultural bioinformatics web portal for providing computational services and support to the users through development of analytical pipeline and workflow management for bioinformatics applications along with implementation of other standard services/functionalities of the portals. Apart from this, consultant is to assist the project team in evaluation, benchmarking, monitoring and management of the hardware (i.e. HPC system and related infrastructure) as well as software of the project at all locations of the project. Consultant will also be responsible for operational management of the complete system after its implementation. Number of professional staff, including the availability of appropriate skills among staff with specific qualifications required for this assignment. d. Experience showing establishment of HPC and bioinformatics services in in India & abroad. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised October 2006 & May 2010.
