Baseline impact evaluation survey and evaluation report of the social inclusion project

The Ministry of Labour and Social Policy (hereinafter called "Borrower") has received financing from the International Bank for Reconstruction and Development (IBRD) (hereinafter called "loan") toward the cost of Social Inclusion Project (SIP), and intends to apply part of the proceeds for consulting services. The services include implementation of a Baseline Impact Evaluation Survey and Evaluation Report of the Social Inclusion Project .
The SIP will support the development of a rigorous monitoring and impact evaluation mechanisms to inform program design and report on program effectiveness. The monitoring mechanisms are designated to provide on line information of SIP progress in terms of covering projected baseline and targeted values.
The Ministry of Labour and Social Policy now invites eligible consultants to indicate their expression of interest (EOI) in providing the services.
The main responsibilities of the Consultant are: to develop and present a Baseline Study, that has to be accepted as an integral part to the SIP Monitoring and Impact Evaluation System. Its immediate objectives boil down to :
Through collecting and organizing unbiased data provide relevant baseline values for SIP outcomes, intermediary outcomes and outputs indicators;
Through collecting and organizing unbiased data provide relevant targeted values for Project outcomes, intermediary outcomes and outputs indicators within a 5-year horizon;
Establishing relevant grounds for 1) elaboration of a comprehensive and methodologically sound M&E plan; 2) identifying key success/failure factors for conducting subsequent Intermediate and Final Impact Evaluation Surveys;
Developing a standardized system (values inclusive) for measuring Early Child Development and child welfare.
Consulting services are required for approximately 4 months from the commencement date.
Consultants may associate to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly liable for the assignment. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a subcontractor or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub contractor while submitting an EOI individually or as a partner of a joint venture in the same selection process.
Interested consultants must provide information indicating their qualification to perform the services: - profile of the consultant, overall experience in the field (as per the objectives of the assignment); experience in implementing similar projects and similar services - brief description of each assignment.
The consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines:
Selection and Employment of Consultants by World Bank Borrowers ( May 2004, revised October 2006 and May 2010).
