Name of assignment: Consultancy Firm for provision of consulting services for a) development of the training curriculum and materials, b) conduct trainings in agricultural and water management, c) prepare sample irrigation water distribution schedule for water management organizations and WCA; d) prepare asset management plans for CA farmers and support to water service providers.

The Republic of Uzbekistan has received the Grant from the European Union toward the cost of the Component B (Support for Agricultural Modernization) under Ferghana Valley Water Resources Management Project – Phase II, and intends to apply part of the proceeds for consulting services. This component will promote intensification and diversification of agriculture and improved water management. The Project will use a combination of training activities, information dissemination, technology demonstrations, experience sharing activities and interactions with other donor funded projects, financial and technical support. Outputs indicators include the adoption of improved agricultural technologies, improved irrigation efficiencies, increased rural advisory services, improved asset management processes established by the project BISA, ISA and WCA and increased the fees collection rate by the water consumers associations (WCA)s in the project area.
The consulting services ("Services") include preparation of tender documentation, assessment of technical needs and costs for establishment of Demonstration Plots (DPs), conduct of trainings, for intensification and diversification of crop production under Ferghana Valley Water Resources Management Project – Phase II. The preliminary number of demo plots is 18 in three projects area. The period of consulting services is 2021-2024.
Main outputs on institutional capacity building of farmers, Water Management Organizations (WMOs) and Water Consumers Associations (WCAs).

Implementation Unit of the World Bank Projects under the Ministry of Water Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the World Bank Procurement Regulations.
