The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project (LCTP), and intends to apply part of the proceeds for consulting services.
The NIU is now seeking an experienced individual for the position of International Consultant on Risk Management to support overall project implementation. The consultant will assist Lao Customs Department (LCD) in setting up an integrated risk management framework in collaboration with other border agencies, including Plant & Animal Quarantine agencies in the Department of Agriculture, and the Food & Drugs Department. He/she will also help the LCD in developing appropriate mechanisms for joint inspection of goods with these agencies at the border using both the proposed integrated risk management framework and the ASYCUDA system’s selectivity module to achieve higher inspection effectiveness and a reduced percentage of goods selected for inspection. The International Consultant on Risk Management is required to undertake all the assigned tasks and deliverables within 10 or 11 calendar months. This will be a part-time assignment, with most of inputs provided in Vientiane, Lao PDR, if COVID restrictions allow the consultant to be present in Lao PDR. The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 and August 2018 edition, under Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the said Regulations, setting forth the World Bank’s policy on conflict of interest.
