1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business No. 719 of 31 January 2008, revised May 03, 2011.

2. The Republic of Armenia has received a loan from the International Bank for Reconstruction and Development toward the cost of Health System Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for “Supply and installation of Medical and Patient Room Furniture for “Gavar Medical Center” CJSC, “Gyumri Medical Center” CJSC, “Alaverdi Medical Center” CJSC and “Abovyan Medical Center” CJSC”.

3. The “Health Project Implementation Unit” State Agency now invites sealed bids from eligible and qualified bidders for supply and installation of 5609 units of Medical and Patient Room furniture (totally 42 names).

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004, revised October, 2006 and May, 2010), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from “Health Project Implementation Unit” SA (e-mail: [email protected]) and inspect the Bidding Documents at the address given below from 11:00 AM to 04:00 PM.

6. General qualifications requirements include:

  • Financial resources of Bidder and/or access to credit line equal to the proposed Bid price.
  • At least 2 successfully completed contracts for supply and installation of similar goods (medical furniture) required under this IFB during the years 2008-2010, each in amount not less than his Bid Price.
  • References from beneficiaries on successful completion of contracts are required.
  • Bidders should have at least 3 years experience in manufacturing or supplying of similar goods required under this IFB.
  • Local Bidders should not have the deferred debts to tax inspection and Social Security State Fund.

    A margin of preference for certain goods manufactured domestically “shall not” be applied. Additional details are provided in the Bidding Documents.

    7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee in AMD 38,000 or in USD 100. The method of payment will be bank transfer. In case of transfer, bank account details are the following:
  • Central Treasury of Ministry of Finance, RA- 900000902123 for AMD transfers.
  • Central Treasury of Ministry of Finance, RA- 900000902156 for USA transfers.

    The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.

    8. Bids must be delivered to the address below at or before 02 August, 2011, not later than 10:00 (local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 02 August, 2011, at 10:05 (local time) All bids must be accompanied by a “Bid Security” of 15,000 ( fifteen thousands) USD.
