Assignment Title: Hiring a local company / organization to conduct an assessment of the HR system of the Agency for Statistics

In response to the request of the Government of the Republic of Tajikistan for financial assistance, the International Bank for Reconstruction and Development ("World Bank"), as the administrator of grant funds within the framework of the multi-donor trust fund for the development of institutional capacity in the Europe and Central Asia region (ECAPDEV), provided grant funds for preparatory work for a proposed project to modernize the national statistical system in Tajikistan in the amount of US $ 350,000.
The project will include the following components:
Component 1: Establishing good systems for effective implementation. This component includes Development of Operational Manual and procurement documents;
Component 2: Improving implementation readiness and strengthening capacity. This component includes Assessment of data needs by government and non-government stakeholders.
The project seeks to recruit an experienced local company / organization to conduct an assessment of the HR system of the Agency for Statistics during period June to August 2021. The local company/organization is expected to perform the following tasks:
The project now invites eligible local companies/organizations (“Consultant”) to indicate their interest in this assignment. The criteria’s are as follows:
In addition, when evaluating a company according to the above criteria, the following will be taken into account:
A detailed Term of Reference, further detailing the content of the Request for Expression of Interest, will be shared with the shortlisted Consultants.
A consultant will be selected in accordance with the “Consultant Qualification Selection – CQS” method set out in Procurement Regulations.
