Assignment Title: Hiring a local company / organization to conduct an assessment of the HR system of the Agency for Statistics

In response to the request of the Government of the Republic of Tajikistan for financial assistance, the International Bank for Reconstruction and Development ("World Bank"), as the administrator of grant funds within the framework of the multi-donor trust fund for the development of institutional capacity in the Europe and Central Asia region (ECAPDEV), provided grant funds for preparatory work for a proposed project to modernize the national statistical system in Tajikistan in the amount of US $ 350,000.

The project will include the following components:

Component 1: Establishing good systems for effective implementation. This component includes Development of Operational Manual and procurement documents;

  • Results Framework (finalizing the M&E framework and the theory of change, collecting a baseline and updating targets);
  • Development of safeguards documents;
  • PIU creation and capacity building and training for project implementation, including on WB procurement and FM requirements and in-country training for key government counterparts;
  • Required grant audit; 

Component 2: Improving implementation readiness and strengthening capacity. This component includes Assessment of data needs by government and non-government stakeholders.

  • IT assessment of the National Statistical System, including of the Agency for Statistics (AS), key line-ministries and committees, as well as of AS sub-national offices
  • Preparation of tender documentation for twinning partnership arrangements;
  • Human Resources (HR) system assessment and preparatory work for the creation of internal HR online platform.

The project seeks to recruit an experienced local company / organization to conduct an assessment of the HR system of the Agency for Statistics during period June to August 2021. The local company/organization is expected to perform the following tasks:

  • Study and prepare analytical material on the current situation.
  • Preparation of substantiated proposals to improve the efficiency of personnel management of the NSS (National Statistical System).

The project now invites eligible local companies/organizations (“Consultant”) to indicate their interest in this assignment. The criteria’s are as follows:

  • Experience in conducting similar studies and assessments in Tajikistan;
  • Relevant experience in preparing written analytical reports, presenting substantiated results of similar assessments of personnel and defending their recommendations for improving the situation;
  • Knowledge of the fundamental principles of official statistics, the European Statistics Code, international methodology and classifications in statistics. Experience in conducting statistical research is encouraged.
  • Experience and qualifications of all team members of the company.

In addition, when evaluating a company according to the above criteria, the following will be taken into account:

  • Legal status recognized by the Republic of Tajikistan and fallowing the company to perform the above tasks in accordance with national legislation;
  • Experience with applied qualitative assessment and research methods, especially in-depth interviews;
  • Strong capacities and experience in planning and organizing the logistics of conducting the assessment, as well as a proven track record of achieving timely results;
  • Relevant experience in preparing written reports and presentations on the results of the assessment;
  • Demonstrated experience in statistics.

A detailed Term of Reference, further detailing the content of the Request for Expression of Interest, will be shared with the shortlisted Consultants.

A consultant will be selected in accordance with the “Consultant Qualification Selection – CQS” method set out in Procurement Regulations.
