Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to HealthVerity, Inc.

HealthVerity can provide CDC with a large volume (>50 million patients total, including >11 million COVID-19 patients as of Jan 2021) of de-identified, longitudinal, patient-level, real world data (RWD) from up to 20 healthcare data providers that are inter-operable and can be linked with each other using HIPAA-compliant privacy-preserving record linkage (PPRL). The healthcare data sources include medical and pharmacy claims (from both open and closed systems), hospital chargemaster, electronic medical record (EMR), and commercial laboratory data.  Individually, each of these data sources provides a snapshot of an individual’s health status and health care. Linking across data sources at the patient-level using PPRL provides a comprehensive and longitudinal view of individual’s health status and interactions with the healthcare system. This unique and valuable data asset will allow CDC to answer priority questions from the CDC COVID-19 Science Agenda that cannot otherwise be answered without extensive primary data collection and multiple and complex data use agreements and contracts that would not be practical or feasible.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response shall be emailed to contract specialist at wyv2@cdc.gov by 5:00 PM EST on 07/16/2021.
