Title

Management Organisation to Implement the Voice and Accountability Programme (AAWAZ)

Description

DFID is seeking to procure the services of an implementing partner for its AAWAZ Voice and Accountability Programme to act as a Management Organisation and will be responsible for i) delivery of the programme’s outcome and outputs; ii) accountability for the use of DFID funds under AAWAZ (including contractual arrangements with and disbursement to partner organisations and recipients of other funding); iii) Monitoring and evaluation of the programme iv) direct provision of gender, community cohesion and empowerment, peace building, research and evidence, core advocacy, communication, and campaigning skills; v) building the capacity of two Pakistani consortia to deliver the programme (e.g., management systems, monitoring and evaluation, evidence and advocacy) so that contracted organisations are well-positioned to continue working effectively for change once AAWAZ ends; vi) stakeholders and partnership management; and vii) political and fiduciary risk management. DFID does not provide advance funds therefore the MO will be expected to pre-finance all costs in respect of the contract and claim reimbursement in arrears. DFID will provide funds of up to £32.65 million for Technical Assistance activities and up to £1.4 million for a Response Fund. The programme has 4 key Output/results areas: a. giving political voice to women and enabling them to be better able to participate safely in politics and public spaces at federal, provincial and local levels without fear of violence; (up to £13.05m); b. enhancing the capacity of citizens and communities to resolve disputes peacefully and inclusively, involving women and representatives of excluded groups; (up to £12.15m); c. building the capacity of citizens to agree solutions together and make effective demands on government for improved service delivery; (up to £4.05m); d. generating and synthesising improved evidence around community mobilisation, women’s empowerment and voice, and communicating and championing the evidence to political leaders/elites to change laws, attitudes and behaviours, through different means (eg. media, parliamentarians, law courts); (up to £4.80m) AAWAZ will work in Pakistan in 45 districts in Khyber-Pakhtunkhwa and Punjab provinces, and will also work at provincial and national levels. The areas of activity under the first three Outputs will be closely linked to each other, to ensure that women and other marginalised groups become better engaged in community processes and decision making, gain political voice and are able to articulate priorities. The fourth Output is designed to increase the pressure on decision makers to increase the speed of change and reform. A Policy Analysis, Research and Results (PARR) facility will synthesise information and findings from AAWAZ and other DFID programme activities, in order to build a robust evidence base around community voice and empowerment. The PARR facility will be based in an existing Research institution, with linkages to local and international bodies to enable objectives to be met. The PARR will also manage a Response Fund (up to £1.4m i.e. up to 30% of PARR budget) to maximise impact through contracting individuals or agencies to publicise results and promote reforms by, for example, funding the lobbying of parliamentarians, supporting a media campaign or by engaging lawyers to take a case through the courts. The MO will be part of the process for agreement/approval of spending under this fund, as part of its oversight and management of the PARR facility. The MO will also be responsible for disbursements to the PARR facility and to the successful applicants of the RF. The scope of this contract may expand further to include additional funds, other geographical areas of Pakistan or contributions from other donors.
