Description : GGGI for its project in Papua New Guinea is requesting for proposals from eligible firms/entities for following activities and scope of services.

Proposed Activities and Scope of Work
1) Scope of work
This assignment falls under Component 2 of the CRGG project. Component 2 of the CRGG program involves (i) designing and (ii) mobilizing financing for (bankable) projects that generate adaptation / mitigation outcomes in PNG.

The purpose of the assignment is to deliver bankable CRGG project concept notes to mobilize funding for implementation. Priority sectors for this assignment are sustainable agriculture, green cities, sustainable tourism, renewable energy and green entrepreneurship.
The assignment must be built upon the work GGGI has carried upon in stage 1, in which there were ideas originated. The resulting concept notes at this stage are not limited to using these ideas as the basis (however in order to meet the donor requirement, we need the consultant to aggregate the ideas and create three concept notes that must includes, among others: (i) investment size, (ii) estimated adaptation / mitigation impact, (iii) gender analysis (iv) description on main public / private sector counterparts, (v) theory of change, (vi) description of activities, (vii) potential implementation arrangement, and (viii) risk assessment (note: applicants can refer to the Green Climate Fund’s Concept Note template as an example).
The consultancy firm is expected to collaborate with relevant PNG government authorities including Climate Change and Development Authority and GCF Accredited Entities for the development of concept notes.
If it is a GCF proposal that is eligible for Project Preparation Facility (PPF), the consultant must elaborate the PPF request as well as prepare the accompanying annexes as appropriate.
2) Proposed activities for the consulting service
1. Proposed activities for the consultancy service is designed into two phases as follows:
Phase 1: Development of Project framework
a. Develop project ideas through consultations with PNG government
b. As required undertake pre-feasibility analysis and studies to clearly articulate the project concepts which can be used to develop viable concept notes
c. Submit pre-feasibility analyses and studies and the proposed project concept to GGGI for review.

The objective of developing the pre-feasbility study is to clearly define the scope of the project (areas of intervention), estimated adaptation and mitigation impacts with robust analysis supporting the data. The pre-feasibility study will be used to develop the concept note with the Country and the Accredited Entity.

Phase 2: Development of draft concept notes
d. Working closely with identified Accredited Entities, develop three draft concept notes through in country consultations and engaging closely with the PNG stakeholders and the Accredited Entities
e. Submit the draft concept notes and, as relevant, PPF request to the identified Accredited Entities
f. Secure feedback and incorporate the changes suggested in the draft concept notes, and
g. Seek acceptance and approvals for the prepared draft concept notes and the PPF requests from the Accredited Entity(s).

With the analytical work, in consultations with the Accredited Entity, the consultant is expected to present the prepared concept note to,
h. The Technical Working Group (TWG) or the Project Management Committee (PMC) of the CRGG project, as appropriate
i. National Designated Authority (NDA)

And get their feedback and incorporate the same in the concept note and obtain formal clearances by the entities.
GGGI will be able to support the consultant on getting the needed stakeholders meeting in PNG. The consultant is expected to bring in their contacts and connection from the financiers and donor agencies and lead the process working closely with them.
The project concept notes that will be developed under phase 2 must:
- Have the theory of change for each proposed programme.
- Meet the minimum requirements of the Green Climate Fund concept note components. In line with the GCF investment criteria, this should include:
o climate mitigation and/or adaptation impact
o paradigm-shift potential (e.g., innovation, potential for scaling-up and replication for both mitigation and adaptation, potential for knowledge and learning, contribution to the creation of an enabling environment, contribution to the regulatory framework and policies, overall contribution to climate-resilient development pathways consistent with a country’s climate change adaptation strategies and plans)
o expected environmental, social and health, and economic co-benefits
o scale and intensity of vulnerability of the country and beneficiary groups and elaborate how the project/programme addresses the identified needs
o coherence and alignment with the country’s national climate strategy and priorities as well as other existing policies, capacity of accredited entities or executing entities to deliver, Stakeholder engagement process and feedback received from civil society organizations and other relevant stakeholders
o economic and financial analysis

Related activities for concept note development include the following:
1. Conduct desk review and prepare a preliminary concept notes for the program
2. Liaise with GGGI PNG team, HQ and with GCF funding specialist for PNG to get feedback on the proposed concept
3. Prepare and align the theory of change to the concepts proposed and formulate the draft log frames
4. Under the guidance and direction by GGGI PNG team and its donors, consult with other relevant stakeholders and provincial/state actors to gather the needed data and conduct field missions to the three provinces and Port Moresby.
5. Consult with relevant public and private entities and engage the programme beneficiaries and ensure that they participate in defining programme focus and activities.
6. Ensure that proposed concept is aligned with PNG national priorities and coordinated with undergoing or planned activities by the provinces and the central government.
7. Conduct gender analysis and formulate a strategy for a proactive gender-based approach to programme implementation including monitoring and evaluation. Ensure that the Environmental and social safeguards are robust and well represented in the concept note.
8. Provide full technical support to GGGI for liaising with GCF and the Nationally Designated Authorities’ Focal Points in each country to gain letters of no objection for the concept note.
9. Ensure the concept note includes the detailed program description, activity details, financing / Costing requirements, value for money analysis (expected performance against investment criteria), risk matrix with background analysis, Multi-Stakeholder engagement and Status of program sections. These must be supported with a concise pre-feasibility study.
10. Ensure to gain GCF Secretariat endorsement for concept note.

• The consultant can use the GCF concept note format as a reference and will be responsible to complete the same, seek GCF representatives’ feedbacks and approval to develop the draft full project proposal.

Needed Annexures (as appropriate)
• Map indicating the location of the project/programme.
• Diagram of the theory of change
• Economic and financial model with key assumptions and potential stressed scenarios
• Evaluation report for any previous/related projects in the country
• Results of environmental and social risk screening.

2) Deliverables
• Delivery 1: Inception report with detailed methodology, broad overview of the concept notes and finalized index and flow of the concept notes. (The consultant is expected to clearly outline and document the requirement/support from GGGI team)
• Delivery 2: Pre-feasibility analyses and studies and the proposed project concept barebone structure
• Delivery 3: Draft concept notes with information on key requirements and solutions, usage of the proceeds of the ask/fund from the donor (project pipeline) and a story line suggesting the robust value for money analysis for the donors
• Delivery 3: Full drafts of the concept notes with all the annexes mentioned above cleared by the funding agencies for presentation to PNG stakeholders and the CRGG program stakeholders to get in principal clearances
• Delivery 4: Final concept notes cleared by all stakeholder and the funding agency alike with all the comments/feedback incorporated.
