The Republic of India received financing from the World Bank towards the cost of the implementation of the SMART project to be implemented by the Govt. of Maharashtra and intends to apply part of the proceeds for the above mentioned consulting services.

Brief Background: Government of Maharashtra has launched World Bank assisted Hon. Balasaheb Thackeray Agribusiness and Rural Transformation (SMART)’ Project in order to transform agriculture and livelihoods sector in Maharashtra. The objective of the project is “to support development of inclusive and competitive agriculture value chains focusing on smallholder farmers and agri-entrepreneurs in Maharashtra”. This would be achieved by expanding access to new and organized marketsforproducersandenterpriseswithcomplementaryinvestmentsinprovisionoftechnicalservicesand risk management capabilities.

Objectives of the Assignment:

The Broad objectives of the assignment are:

  1. To undertake the techno-economic feasibility study of the renovation of PMC abattoir at Kondwa, Pune.
  2. To train PMC, AHD Staff & butchers (10 AHD Staff & 115 PMC Staff &butchers & meat retailers of Pune city on various aspects of clean meat production.)
  3. To develop a food safety testing protocol for Pune city.
  4. To undertake Livestock entrepreneurship program for youths of Pune city.

Implementation Period: 36 Months

Expected Start date of Assignment: 1stDec. 2021

Person Month: 46 Person Months

The SMART PCMU now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Short listing Criteria:

The minimum short listing criteria for the selection of a Selection of Service Provider for Consultancy Services for Upgradation of Slaughter house as per standards of APEDA& Capacity Building for Clean Meat Production will involve review of information on the following points of Lead firm:

  1. Details of the Consultancy Organization: The information related to the legal status, nature of core business of firm and a minimum of five years’ of experience in undertaking techno-economic feasibility of slaughter house & capacity building in clean meat production.
  2. Qualifications and Experience of the Consultancy: Organization in the field of the assignment along with published brochures, description of similar assignments performed with details of clients, experience in similar conditions, etc. Criteria for short listing will be Number of Consultancy Assignments and value of consultancy assignments undertaken during last ten years related to techno-economic feasibility of slaughter house & capacity building in clean meat production.  Minimum two consultancy assignments shall have been undertaken related to techno-economic feasibility of slaughter house & capacity building in clean meat production. Experience in techno-economic feasibility of slaughter house & capacity building in clean meat production funded by World Bank or other international funding agencies would be preferred.

c) Number of professional with the firm: Availability of at 5 Professionals with at least 5 years’ experience in techno-economic feasibility of slaughter house & capacity building in clean meat production. Brief description of their major qualifications & expertise shall be provided. (CVs should not be provided)

d) Number of Manpower provided in the Preceding Three Financial Year: Minimum requirement of deployment of teams with 75 professional man-months for different Consulting assignments projects related to techno-economic feasibility of slaughter house & capacity building in clean meat production in at least One Year.

e)  Financial Capability of the Consultancy Organization: Annual Turnover, Gross Income, etc. as per Annual Reports - Average annual turnover of INR Three Crores or more in preceding three financial years (FY 2018-19, FY 2019-20 and FY 2020-21). The firm shall submit audited balance sheet for the same.

Supporting relevant documents regarding fulfilment of eligibility criteria shall be provided. If Joint Venture is legally formed before submitting the EOI, the information of partner firms will be considered for giving additional weights. The information of sub-consultants will not be considered for short listing of firms.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 Revised November 2017, July 2018 and November 2020. In addition, please refer to the following specific information on conflict of interest related to this assignment “a firm that has been engaged by the borrower to provide consultancy services for preparation or implementation of a project shall be disqualified from subsequently providing Goods, Works, Non-Consultancy Services resulting from, or directly related to those consultancy services”.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Selection Based on Consultants Qualification based Selection (CQS) method set out in the World Bank’s Procurement Regulation for IPF Borrowers, July 2016, Revised in November 2017,July 2018 and November 2020.

Interested Consultant may submit "Expression of Interest" in a sealed envelope clearly superscripted as expression of interest for “Consultancy Services for Upgradation of Slaughter house as per standards of APEDA & Capacity Building for Clean Meat Production for the SMART Projectby 13/08/2021up to 1600 hours.
