REQUEST FOR EXPRESSIONS OF INTEREST 

Change Management Consulting Services

 

The GoL has received a US$20 million credit from the World Bank for the implementation of the Enhancing Public Finance Management through ICT and Skills (E-FITS) Project. The project development objective (PDO) is to contribute to the coverage, timeliness, and transparency of financial reporting and to enhance public financial management skills.

The Ministry of Finance in Laos now invites eligible consulting firms to indicate their interest in providing the Services. This assignment requires services of a firm with expertise in Change Management, Communication, and Development/Modification of Standard Operating Procedures (SOP) in the public sector, preferably in Mekong countries and/or other South East Asia countries.

The consultant firm should have at least the following qualifications:

  • At least 5 years of working expertise in Human Resource Management, Project Management, Business Processes Improvement, Information Technology, Change Management and Communications or other relevant areas;
  • Proven record on successful completion of at least two assignments related to the implementation of a modern public financial management or organizational/institutional transformation, as part of the core project team which developed the ultimate solution, over the last six years;
  • At least 3 years of experience in performing such or similar assignments in government or public sector in Mekong countries and/or other South East Asia countries will be highly regarded.

The attention of interested firms is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations, July 2016 revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. Consulting firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Selection method set out in the Procurement Regulations.
