Description
This is a pre-solicitation notice.

The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) USDA, ARS Southeast Watershed Research Unit in Tifton, GA, 31793 has a requirement to Provide Emergency Power Backup Generators at Bldgs 6 and 22 to include:

All professional services, personnel, tools, material, and equipment to provide natural gas operated emergency power backup generators that can supply emergency power to each facility that is compatible with the working power load for each facility.


o Building 6 generator load requirements: 17 KW, 120/208V, 3-Phase natural gas fired generator (60 amp load minimum/ 17,000watt minimum)
o Building 22 generator load requirement: 32 KW, 120/240V, 3-Phase natural gas fired generator (95 amp load minimum/32,000watt minimum)
• Provide 3-phase generator transfer switches for each building connecting to the generator power output and building power input.
• Provide factory start up.
• Provide concrete foundations for generators and secure generators to the foundations.
• Provide system operational training prior to government personnel.
• Provide all quotes as turn-key completed work.
• Provide separate pricing for a generator monitoring system for each generator installation as an optional add-on.
• USDA will coordinate with local utility for connection to generators.
• Contractor is responsible for any permits

USDA ARS SEA intends to issue a Request for Quote for a firm fixed priced construction purchase order. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 238210 with a size standard of $16.5 M.

Contractors shall not directly contact the facility to discuss this requirement.


The magnitude of the project is estimated to be between $25,000 and $100,000.


During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions.


This notice is issued solely for information and planning purposes - it does not constitute the Request for Quotes (RFQ). The Government anticipates issuing an RFQ for this requirement around August 31, 2021. This notice does not commit the U.S. Government to contract for these services. The statement of work is attached to this notice for information only. The full RFQ, applicable provisions/clauses, wage rates, etc. will be posted when the full RFQ solicitation is released around August 31, 2021.
