Description

1. This Request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in United Nations Development Business (UNDB) online on 21 September 2010.

2. The Royal Government of Cambodia has received funding from the International Development Association toward the cost of the Ketsana Emergency Reconstruction and Rehabilitation Project (KERRP), and it intends to apply part of the proceeds of these funds to payments under the proposed contract for Consulting services for Strengthening the Disaster Management Systems in Cambodia through Risk Assessment, Early Warning System and Developing Building Codes.

3. The Royal Government of Cambodia (RGC) represented by the Ministry of Economy and Finance (MEF) has appointed Charles Kendall and Partners (CKP) as International Procurement Agent (IPA) for selected World Bank assisted projects in Cambodia (SWBAPC). The CKP acting for and on behalf of the Executing Agency - National Committee for Disaster Management (NCDM), Cambodia, will procure these Services.

4. The assignment consists of three sub-components:

(i) Sub-component 1: Development of National and Provincial Risk Maps: Task 1 – Conduct risk assessment and mapping at all levels and all provinces; Task 2 – Identify risks and vulnerabilities and their impact on major sectors and response programs; Task 3 – Carry out public consultation to share the information with provinces, districts and priority communes and involve province, district and commune authorities in all activities and process strategy development and planning

(ii) Sub-component 2: Emergency management information and early warning systems: Task 1 – Establish communication networks and links; Task 2 – Establish a Disaster Management Information Center within the existing National Emergency Coordination Center (NECC) of the NCDM; Task 3 – Allocate detailed area of responsibility for collection of data and reporting to various levels of NCDM (national to commune) and resource organizations; Task 4 – Review and develop data collection, collation and reporting system; Task 5 – Standardize assessment and reporting formats and provide guidance and training for those involved in data collection and reporting

(iii) Subcomponent 3: Development of Construction Guidelines and Codes for housing and buildings: Task 1- Establish coordination mechanism with lead ministries; Task 2- Review of current house building design and standards; Task 3- Recommend building guidelines and code for each type of construction in the housing and building sector in the different affected areas; Task 4- Dissemination of building guidelines and codes and compliance enforcement

It is envisaged that the following key professional staff will be required to provide varying degrees of inputs for the assignment:

(a) International: (i) Disaster Risk and Emergency Management Specialist - Team Leader (ii) GIS and Risk Modeling Specialist (iii) Economist, Disaster Economic and Loss modeling (iv) Early Warning & DIMS Consultant (v) Civil Engineer/Building Code Expert

(b) National: (i) Disaster Risk and Emergency Management Consultant (ii) Economist/Disaster damage and loss Consultant (iii) Early Warning & DIMS Consultant (iv) Civil Engineer/Construction/Building Code Consultant

The key professional staff-months are estimated as 72 international and 58 national. The total timeperiod of the assignment is estimated as 24 months.

5. The CKP-IPA acting for and on behalf of the Ketsana Emergency Reconstruction and Rehabilitation Project (KERRP) - the National Committee for Disaster Management (NCDM), Cambodia now invites eligible firms to submit an Expression of Interest in providing these Services.

6. Interested firms must provide information indicating that they possess the relevant qualifications to perform the services; i.e. demonstrable experience in Disaster Management Systems: Development of National and Provincial Risk Maps, Emergency management information and early warning systems, and Development of Construction Guidelines and Codes for housing and buildings; experience in the region, preferably Cambodia; experience of Word Bank and/or other donor funded programs; etc. (Documentary evidence should include company profiles/core business descriptions, descriptions of similar assignments and experience in similar conditions and so forth and qualifications relevant to the assignment).

7. The shortlisting criteria are: Specific Experience relevant to the assignment; Experience in Country/ Region; Firm's organization & staffing (individual experts' bio data will not be evaluated and need not be submitted by the Consultants); Core business and years in business; and Experience of Word Bank and/or other donor funded projects.

8. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of association between the firms should be clearly stated whether it is a joint venture or sub-consultancy duly indicating the lead firm.

9. The firm will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) procedures as described in the World Bank's "Guidelines: Selection and Employment of Consultants by World Bank Borrowers" published in May 2004 and revised in October 2006 and May 2010 ("Consultant Guidelines"), which can be found at www.worldbank.org. The attention of interested Consultants is drawn to paragraph 1.9 of these Guidelines, setting forth the World Bank's policy on conflict of interest.
