| This request for expressions of interest follows the General Procurement Notice for the GEF Provincial Energy Efficiency Scale Up Project that appeared in UN Development Business online on June 30, 2011. The Shandong Provincial Government, Shanxi Provincial Government and Jiangxi Provincial Government expect to receive a US$13.39 million Grant from the Global Environment Facility (GEF) through a trust fund administered by the World Bank and intend to apply part of the proceeds of this grant to payments under the contract for Provincial Energy Efficiency Scale Up Project Technical Advisor. The services include assisting the three Provincial Government Project Management Offices to provide (i) technical and operational advice on technical assistance activities, training, study tours (to other Chinese provinces and countries) and other knowledge sharing activities, (ii) assist in preparation of provincial monitoring and evaluation plans, and (iii) assist in coordination of inter-provincial exchange on project activities. The proposed Provincial Energy Efficiency Scale Up Project has three components, one for each province. Each component includes technical assistance and institutional capacity building activities designed around 4-5 thematic programs tailored to priorities of each province which are: (i) developing the energy efficiency services industry; (ii) establishing an energy efficiency monitoring, supervision and information management platform; (iii) promoting the Enterprise Energy Management Systems (EMS); (iv) building capacity for energy efficiency program management and supervision in local public sector implementing agencies; (v) developing energy pricing and fiscal policies to further incentivize energy efficiency activities and investments; (vi) supporting building energy efficiency; (vii) strengthening energy use statistics system; (viii) establishing the energy efficiency appraisal system for large fixed asset investments. The implementation period of this Consulting Assignment is estimated to be 24 months but does not require full time engagement. In addition to desk work, the Consultant should be available to work not less than 5 work days in each Province per quarter. The Consultant will report to the Shandong, Shanxi and Jiangxi Project Management Offices under respective work programs agreed with each province. The Shandong Provincial Project Management Office (PMO) will lead the way in coordinating the selection process for this assignment. The Shandong PMO, on behalf of Jiangxi and Shanxi PMOs, now invites eligible consulting firms to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications. Consultants will be selected in accordance with the Selection Based on Consultants' Qualification (CQS) procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the World Bank in May 2004 and revised in October 2006 and May 2010.
