The Government of West Bengal (GoWB) through the Government of India has received financing from the World Bank (WB) toward the cost of the West Bengal Inland Water Transport, Logistics and Spatial Development Project (WBIWTLSDP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the services”) include Preparation of a Comprehensive Mobility Plan for Kolkata, India. The existing issues in the transportation sector are compounded by institutional & spatial development challenges, including fragmented government roles & responsibilities, lack of inter-agency coordination, and outdated development & mobility plans.

The proposed WBIWTLSDP aims to address part of these accessibility constraints by strengthening institutional coordination & capacity, technical assistance & investment prioritization, and infrastructure interventions.

The primary objective of the assignment is to support state and local stakeholders in Preparation of Comprehensive Mobility Plan (CMP) for the Kolkata Metropolitan Area (KMA) with long-term, medium-term as well as short-term vision and goals for safer and improved mobility in the region.

The WBTIDCL (WBIWTLSDP-PMU) hereby invites eligible consulting firms/organizations/institutions (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm is as follows:

  1. Have been in business for at least last ten (10) years;
  2. Have proven experience of successful completion of at least 2 similar assignments in the last 5 years i.e from FY17 to FY21;
  3. Have an average annual turnover of INR 8.00 crore in the last 3 financial years i.e FY18, FY19, FY 20;
  4. A maximum of 3 firms can create a JV. 

The lists of documents to be submitted along with EOI are:

  1. Name, address, e-mail, telephone along with a note on the ownership and organizational structure with details of core business area of the consulting firm;
  2. Document(s) to demonstrating that the firm has been in business for the last 10 years;
  3. Document(s) relating to details of Similar Assignments executed during the last 5 years supported by completion or acceptance certificate(s) (from FY17 to FY21);
  4. Certificate from the statutory auditors/Chartered Accountant stating the year wise annual turnover during each of the last 3 financial years i.e FY18, FY19, FY20.
  5. A brief write-up on the technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs shall not be submitted).

The Consultant will be selected in accordance with the Quality and Cost Based Selection [QCBS] method set out in the Procurement Regulations. The attention of interested Consultants is drawn to Section III of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017, Revised July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest, eligibility and disqualification. 

Consultancy firms may associate with other firms in the form of a joint venture (JV) or a sub-consultancy to enhance their qualifications. However, nature of association i.e. whether JV or Sub-Consultant, must be clearly mentioned in the Expression of Interest. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Any firm/agency/consultant associating as a JV or sub-consultant with one firm is not permitted to form any other associations with any other firm/consultant submitting REOI for the project. This would result into disqualification of all the firms involved. 

A Firm/Agency or an individual Debarred by the World Bank in accordance with the anticorruption guidelines shall be ineligible for this Assignment in any form or way. A list of debarred firms and individuals is available at the Banks external website: www.worldbank.org/debarr 

The Consultant shall note that:

  1. WBTIDCL reserves the right to reject any or all EoI’s or cancel without assigning any reason whatsoever and in such case no consultant / intending consultant shall have any claim arising out of such action.
  2. Issuance or downloading of REoI to any Bidder shall not construe that such Bidder is considered to be qualified. 

The REoI document is available online on website www.wbtenders.gov.in, Consultant will be required to register on the website www.wbtenders.gov.in for uploading the REoI. The Consultant would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

For submission of the REoI, the Consultant is required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities authorised by Government of India for issuing DSC. Aspiring consultants who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: www.wbtenders.gov.in. 

REoI must be submitted in English on www.wbtenders.gov.in on or before the deadline. Any modifications to REoI received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the REoI as specified, the REoI will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.

Other details can be seen in the REoI document. WBTIDCL shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the participants of any REoI updates, WBTIDCL shall not be liable for any information not received by the participants. It is the participants' responsibility to verify the website for the latest information related to this REoI.
