Description

The Government of the Cooperative Republic of Guyana has received two loans from the Inter- American Development Bank (IDB) and intends to finance the consultancy services for the Georgetown Sanitation Improvement Programme (GSIP) and the Linden Water Supply Rehabilitation Project (LWRSP) described below under loan no. 2428/BL-GY and 2535/BL-GY respectively.

1. Georgetown Sanitation Improvement Programme (GSIP)

The consultancy scope of services for this programme is to:
-- supervise all civil, mechanical and electrical works in relation to the execution of the project, which includes the replacement of 6 Km of sewer ring mains, 6 Km of delivery mains; rehabilitation of 15 sewer pumping stations, and associated services as outlined in the Terms of Reference (TORs);
-- provide mentoring to GWI staff on the supervision of all works;
-- develop standard operating procedure for the new system;
-- provide training on standard operating procedure (SOP) and operation and maintenance of the new system;
-- provide additional training and mentoring activities as described in the TORs;
-- submission of inception report inclusive of project execution plan, monthly progress reports, quarterly reports, project completion report and reports on training sessions;
-- review all designs, specifications, construction drawings, as built drawings, interim valuations, variations and all proposals, relating to the project, put forward to the Client by the Contractor;
-- inspect and approve all elements related to the Contractor such as construction equipment, construction materials, results of materials tests, health and safety etc.

The total duration of this consultancy is 40 months.

2. Linden Water Supply Rehabilitation Project (LWRSP)

The consultancy scope of services for this programme is to:
-- Supervision of construction of the treatment plants and reservoirs, supervision of construction and replacement of transmission and distribution mains, and the rehabilitation of the networks inclusive of DMA infrastructure, and associated services as outlined in the TORs;
-- Mentoring GWI staff on supervision of civil works based on the works implemented under this program, and associated services as outlined in the TORs;
-- Development of a non-revenue water (NRW) program and water audit and development of a NRW management strategy to be used by the Executing Agency to undertake rehabilitation of the network and manage NRW over the lifetime of the new system, and associated services as outlined in the TORs;
-- Development of Standard Operating Procedures for the new systems, and associated services as outlined in the TORs;
-- Training of GWI staff on: operation and maintenance of the new system, contract and construction management, environmental and social issues, and water quality monitoring, and other related areas as specified in the TORs.

The total duration of this consultancy is 48 months.

Consultants have the option to bid for both projects (GSIP and LWRSP) as one lot or they can express interest to bid for either one of the two projects i.e. GSIP or LWRSP. When submitting expressions of interest the preferred option must be stated. Consultants may propose a single Team Leader/ Project Manager for both consultancy. However, the individual proposed as such must have the requisite qualifications and experience as required under both TORs and the consultant must show how such a proposal will result in cost savings for the executing agency. Furthermore, since both consultancy will be required to be executed simultaneously, the consultant must demonstrate appropriately, how the objectives of the activities in both TORs shall be met. All other personnel shall be provided as specified in
both TORs.

The Guyana Water Incorporated invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the procedures set out in the current edition of the Inter- American Development Bank's Guidelines: “Policies for the Selection and Contracting of Consultants Financed by the Inter- American Development Bank” - GN-2350-9.

  • Budgeted costs (LWRSP): (US$ 1,160,000)
