Background: The Kazakhstan Health Technology Transfer and Institutional Reform Project is an initiative co-financed by the Government of Kazakhstan and the World Bank. The project's objective is to introduce international standards and build long-term institutional capacity in the Ministry of Health of the Republic of Kazakhstan (MOH RK) and related health institutions in support of key health sector reforms pursued by the Government of Kazakhstan in the context of the State Health Care Reform and Development Program. The Purpose of the assignment is to evaluate the design and effectiveness of the MOH Unified Health Management Information Systems (UHMIS) in accordance with best international practice. Objectives of the assignment: 1. Analysis and evaluation of the UHIMS's components software; 2. Analysis and evaluation of the Health web-portals. Expected duration of the assignment is 5 months. Expected outcomes from accomplishment of the Contract: The Consultant is expected to present key findings and recommendations to UHIMS' components and health web-portals for their design and effectiveness improvement. Qualifications (minimum required): The Consultant should prove capability of fulfilling the following: 1. At least 10 years experience in development and testing of information systems including at least 3 years of practical experience in e-health; 2. At least 5 years of practical work experience at international level on evaluation of information systems; The Ministry of Health of the Republic of Kazakhstan now invites eligible consultants to indicate their interest in providing these services. International consulting firms and organizations are encouraged to express interest in partnership with national companies and organizations. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected through the CQS (Selection based on Consultant's Qualifications) method in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).
