The Government of the Republic of Angola (GoA) has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for consulting services.
The Project Coordination Unit (PCU) intends to engage the services of a Consulting firm for Feasibility Study of the Eastern Transmission System (ETS).
RNT is planning to develop the Eastern Transmission System (ETS) connecting from the national grid (initiating in Malanje) to Eastern region (namely the cities of Xa Muteba, Cuango, Capenda Camulemba, Saurimo, Chitato, and Moxico).
The Specific Objectives of the Study are:

To achieve the specific objectives, the study will be carry-out in two phases:
Phase 1: Pre-feasibility Study:
The pre-feasibility study will cover the entire perimeter involved in the route crossing of the transmission lines. The Consulting firm must collect and diagnose previous studies and collect recent data, any relevant documentation, and information. The pre-feasibility Study will identify technical study will be fine-tuned in order to reach an optimal the various scenarios for the development of the ETS and should include sensitivity analyses to main drivers of costs and benefits.
Phase 2: Detailed Feasibility Study
If phase 1 confirms the feasibility of the ETS, options for layout of transmission lines should be identified, and a preliminary design of the most convenient one should be carried out, to enable procurement under Engineering-Procurement-Construction (EPC) arrangements. This phase should include technical, environmental and social assessments with a level of detail consistent with preliminary design.
The implementation period is 18 months.
The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Note: the ESIAP reserves it’s right to verify submitted references and use obtained information for evaluation purposes.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages.
A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Consultant’s Quality and Cost-based Selection (QCBS) method”.
