CONSULTANCY SERVICES FOR MIS ENABLEMENT

The Government of the Republic of Ghana has applied for a credit from the International Development Association (IDA), towards the cost of the Transport Sector Improvement Project (TSIP) and intends to apply part of the proceeds of this credit to payments under the contract for Consultancy Services at the Driver and Vehicle Licensing Authority (DVLA) for Management Information System (MIS) Enablement.

 

The consulting services include:

  1. Enhancement of the capabilities of key institutional staff to become effective stewards of its digital service delivery mechanisms.
  2. Development and implementation of an operational framework that re-organizes and improves the structure of its Management Information Systems (MIS) unit facilitating improved governance and expanding in-house capabilities.

 

The Driver and Vehicle Licensing Authority (DVLA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the aforementioned consulting services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the service (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc). Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.

 

Evidence and detailed description of consultant’s experience and expertise in deployment of similar assignments over the last five (5) years in the world and in sub-Saharan Africa. Specific areas of submission evaluation will be;

  1. Profile of Consultancy Experience and relevant capabilities
  2. Credentials for Organizational Re-structuring of an IT Department, training, capacity building, digital enablement and other similar work performed
  3. Methodology framework for executing the assignment
  4. Curriculum Vitae of experts with the capability and experience to successfully deliver an assignment of this nature

 

Shortlisted Consultants will be invited at a later date to respond to the Request for Proposal (RFP) for the project assignment. Selection of the Consultant will be in accordance with procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (January 2011 and revised in July 2014). Selection based on Consultant’s qualifications (CQS) method shall be adopted in the selection process.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the same Guidelines, setting forth the World Bank’s policy on conflict of interest.

 

Eligible Consultants must send hardcopies (one signed original and four photocopies) and electronic (pdf-file) of their original Expression of Interest (EOI). Submission of information to the address provided below  on or before 10th December, 2021 at 16:00 Hrs GMT.

 

Foreign Eligible Consultants without local representation may send their EOI via the email address provided below on or before the deadline indicated above.
