The purpose of this notice is to comply with the synopsis and Presolicitation notice requirements of FAR 5.2 - Synopsis of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FA 5.102(D); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors, especially small business, are encouraged to register themselves as an interested vendor.

Subject to the availability of funds, the United States Agency for International Development Mission to the Philippines (USAID/Philippines) intends to issue a request for proposal (RFP) in order to select a contractor to implement the "Advancing Philippine Competitiveness (COMPETE) Project, a 5-year project that seeks to increase levels of domestic and foreign investment, create increased employment opportunities and raise domestic incomes through better provision of quality infrastructure, more competitive industries, and credit facilitation. Activities will promote efforts to: (1) improve quality of infrastructure sector; (2) enhance competitiveness of key industries, and; (3) improve access to credit. The project seeks to fulfill the goals of the 2011-2016 Philippine Development Plan (PDP) of improving the country's national competitiveness by, among others, increasing productivity and efficiency in the key sectors of the economy. The project will work through and promote private/public partnerships to improve the investment climate, trade capacity, and business competitiveness.
