Summary of the scope of the contract:



The provision of technical support to the Government of Albania in the continued design and implementation of a Regulatory Management System, including in particular the design and implementation of a Regulatory Impact Assessment (RIA) system.

The assignment will be prominently, but not exclusively; focused on supporting the design and implementation of the program components of the Government of Albania’s Action Plan.

Reformation and standardization of the licensing procedures and legislation is another key objective. It refers to a new legal framework for licenses, consistent with international best practice and relevant EU requirements assuring that the proposed streamlining of existing regulations is implemented and consistent with the overall objectives of maintaining only the required number of licenses and licensing requirements on a low-cost and low-risk basis. This process aims to reduce opportunities for corruption and increase transparency.

As for the inspection process, principles, sampling and testing procedures etc, should be harmonized based on the detailed expertise to be provided. This process entails the establishment of a new legal framework for inspection with particular reference to the best international and European practice.

Establishment of a new business law registry which would include all relevant business laws and regulations into force and also it would be very useful and helpful in the consolidation of business-related legislation, establishing a more simplified and efficient business regulatory regime.
