CONSULTANCY FIRM FOR THE EVALUATION & REVISION OF THE NATIONAL COMMUNITY TOURISM POLICY & STRATEGY: DEVELOPMENT OF A

MONITORING & EVALUATION FRAMEWORK

Loan No. 9017-JM

The Government of Jamaica has received a loan from the World Bank towards the cost of the SECOND Rural Economic Development Initiative (REDI II) Project.  The Jamaica Social Investment Fund (JSIF) intends to apply part of the proceeds of this loan to cover payments under this contract for Consultancy Firm for the National Community Tourism Policy & Strategy: Development of a Monitoring & Evaluation Framework (#73707).

Scope:  The objective of the consultancy is to carry out a comprehensive evaluation and revision of the National Community Tourism Policy and Strategy, in order to strengthen the institutional and implementation framework to more effectively address current constraints within the sector and identify future development needs.  This will be supported by the development of a robust monitoring and evaluation framework that will assess the completion of activities in light of identified outcomes.  The new National Community Tourism Policy and Strategy is expected to answer the following questions among others:

  • How is Community Tourism currently defined in Jamaica?
  • What is the current status of Community Tourism in Jamaica?
  • How has demand and supply of Community Tourism changed in the last ten (10) years?
  • What are the current challenges/barriers/constraints to entry and growth for new businesses?
  • What actions by government entities or the private sector could facilitate the growth of the Community Tourism sector?
