This Invitation for bids follows the General Procurement Notice for this project that appeared in UN Development Business online on 17 May 2009 (see WB1687-680/06) and in dgMarket.

1. The Government of Kenya has received financing from the World Bank toward the cost of the East Africa Trade & Transport Facilitation Project, and it intends to apply part of the proceeds toward payments under the contract for the Integrated Security System at Kenya Ports Authority.

2. Kenya Ports Authority now invites sealed bids from eligible bidders for KPA/028/2009-10/MD – Tender for the Integrated Security System.

3. The Works are located at the Port of Mombasa, in Kenya. The works shall consist of but not be restricted to the design, supply, installation and integration of the following security subsystems: Perimeter Intrusion Detection, CCTV System, Digital Video Recording, Access Control, Gate Access devices, Video Motion Detection, Intrusion Detection, Public Address and Intercom, Security Management System (hardware and software), Security Command and Control Centers and integration of the Security Management Software with the SAP ERP, Kwatos systems and Structural and Civil works where applicable. Interested bidders must meet the following qualification criteria, among others stipulated in the bidding documents (with capacities & experience indicated):

Qualification Criteria

1. Average Annual Turnover (Supply and installation turnover): Minimum average annual turnover of not less than USD 25 million, calculated as total certified payments received for contracts in progress or completed, within the last Three (3) years

2. CASH FLOW REQUIREMENTS: The cash-flow requirement is USD 2,000,000

3. Specific Experience:

a) Participation as contractor, management contractor, or subcontractor, in at least Two (2) contracts within the last five (5) years, each with a value of at least US $ 15 million, that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in the Bidding documents.

b) For the above or other contracts executed during the period stipulated in 3(a) above, a minimum experience in the following key activities:

(i) Intrusion Detection Systems
(ii) CCTV System
(iii) Digital Video Recording
(iv) Access Control System
(v) Time and Attendance System
(vi) Video Motion Detection System
(vii) Security Management Software
(viii) Security Command and Control Centre system (including the LAN)
(ix) Integration of the Security Management Software with the Terminal Management and Planning System and SAP ERP system

4. The delivery/construction period shall not exceed 18 months.

5. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank's Guidelines:

, (current edition), and is open to all eligible bidders as defined in the guidelines.

during office hours 0900 to 1200 hours from 1st October 2009. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below (1) and upon payment of a nonrefundable fee of US$100. The method of payment will be Cash or Bankers Cheque.

7. There will be a pre-tender site visit for the prospective candidates as follows:

DATE & TIME:: Commencing Monday 26th October - Tuesday 27th October 2009.

MEETING PLACE: New Conference Room on 6th Floor of Finance Block III, KPA Mombasa HQ, Kipevu

All prospective candidates will be required to sign a register as evidence of having attended the pre-tender site visit.

8. All bids must be accompanied by a bid security of USD 200,000 or an equivalent amount in a freely convertible currency, and be delivered to the address below (1) by 1000 Hours on 30th November 2009 They will be opened immediately thereafter, in the presence of bidders' representatives, who choose to attend, at the address below (2). Late bids will be rejected.
