The Government of Balochistan (GoB) has received financing from the International Bank for Reconstruction and Development (IBRD) / International Development Association (IDA) collectively known as the “World Bank” and Multi Donors Trust Fund for implementation of the Balochistan Livelihood and Entrepreneurship Project (BLEP) – (P159292), to create employment opportunities for rural communities and achieve sustainability of enterprises in Selected Districts of Balochistan. “Selected Districts” means the Districts of Killa Abdullah, Killa Saifullah, Chagai, Nushki, Zhob, Sherani, Pishin and Mastung and/or any other refugee hosting districts agreed from time to time among the Recipient, the Project Implementing Entity and the Association. It intends to apply part of the proceeds of this loan & grant to payments for this consultancy services. The Project Management & Implementation Unit (PMIU) as the support hub for BLEP intends to invite Expression of Interest for Consultancy Services for Hiring of Firm for Study on Socio Economic Situation Analysis.

PMIU-BLEP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultancy Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services under the proposed assignment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Criteria for assessing an Expression of Interest will include:

  • Extensive, verifiable 10 years of experience as an Advisory Firm in the field of Socio-economic analysis, developmental work, socio-demographic profiling, Formulating public policy, Poverty mitigation or any relevant field);
  • Should have completed at least 3 projects of similar scale and complexity (related to conducting survey and analysis in rural areas of Pakistan preferably Balochistan / KPK) in past 7 years (Project completion certificates required)
  • Prior experience of working with or on the projects of the Multilateral Institutions on similar projects would be an added advantage.
  • The firm should have qualified technical staff conforming to the required scope of work covered under ToRs (See Team of Experts in the Annex-1 of the TORs).
  • Should have adequately equipped offices for active communication.

Firms are encouraged to provide only materials information/ documents that are specific to the proposed services, and to avoid submitting generic promotional material.

Procurement should be completed as per Selection Based on Consultant’s Qualifications (CQS) method in accordance with paragraph 7.11 & 7.12 of World Bank Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 and August 2018.
