Description
Reservation of hotel rooms at the Radisson Blu Latvija Hotel for the senior U.S. government visitor, his delegation, and advance staff. Also, reservation of conference rooms for work and event space.

Security restrictions prohibit sufficient advanced notification of VIP travel to allow for sufficient time to conduct full and open competition. Unique requirements for communications support are under severe time limitations and always a determining factor in the selection process as its capacity to be augmented to the unique requirements necessary to support certain senior level USG principals. The unique high level USG VIP travel requirements result in only a single or a very limited number of responsible sources with no other supplies or services capable of satisfying agency requirement.
Two other sources were not adequate because of location, and one of them did not have enough rooms.
The cost was determined fair and reasonable, as the room rates were approximately 35% below the lodging per diem rate for Riga.
