1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the UNDB on 11 November 2010.

 

2. The Independent State of Papua New Guinea has received a Credit from the International Development Association towards the cost of the Smallholder Agriculture Development Project and intends to apply part of the Proceeds to cover eligible payments under the Contract for the CONSTRUCTION & DRAINAGE WORKS ON ORO INCOMPLETE ACCESS ROADS IN THE IGORA/ISIVENI & ILIMO OIL PALM DIVISIONS IN POPONDETTA PROJECT AREA OF ORO PROVINCE. The Implementing Agency is the Oil Palm Industry Corporation, Musgrave Street, 2nd Floor ADF Haus, Port Moresby, P O Box 73, Port Moresby, National Capital District, Papua New Guinea.

 

3. The Central Supply and Tenders Board, invites sealed bids from eligible bidders for the Construction and Drainage Works on Oro Incomplete Access Roads in the Igora/Isiveni and Ilimo Oil Palm Divisions in Popondetta Project Area of Oro Province.

The construction period is 182 days.

 

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, latest edition, and is open to all eligible bidders as defined in the Guidelines.

6. Qualification requirements include:

(a) General experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last Three (3) years prior to the applications submission deadline, and with activity in at least nine (9) months in each year;

(b) Successful completion of at least 2 contracts during the last three (3) years. Each contract must be similar to the proposed works and must have a minimum value of K1,500,000;

(c) Possession of essential equipment for earthmoving and road construction works;

(d) Engagement of experienced and qualified personnel; and

(e) A minimum average annual turnover over the past three years and minimum amount of liquid assets and/or credit facilities net of other contractual commitments to meet the cash-flow requirement of

Minimum average annual turnover – K 4,000,000

Cash-Flow Requirement - K 1,000,000;

7. Bidding Documents may be collected on or after Thursday 5 July 2012 from the under mentioned Office upon payment of a non-refundable fee of Kina Two Hundred (K200.00) for each copy. The payment for the Bid Document(s) shall be made in the form of a Bank Cheque made payable to:

 8. All bids must be accompanied by a Bid Security of K 35,000 and must be delivered to the address below and deposited in the designated Tenders Box on or before 10:00 am Thursday, 30 August 2012. Bids will be opened immediately thereafter, at the same address, in the presence of bidders' representatives, who choose to attend. Late bids will be rejected.
