The People’s Republic of Bangladesh has applied financing from the World Bank toward the cost of the Emergency 2007 Cyclone Recovery and Restoration Project (ECRRP), and intends to apply part of the proceeds to payments for the consultant services of preparation of future projects for disaster shelters and upgrading the rural network to be implemented by Local Government Engineering Department (LGED). The services include assisting LGED to support the activities identified in the long-term disaster risks management program, preparation studies will be carried out for: (i) construction of new disaster shelters and (ii) upgrading of rural road network in the disaster prone areas. This would cover feasibility studies, surveys, for the whole investment and tender designs and bidding documents. The components will finance all engineering studies, surveys, investigation, socio-economic studies social assessment, environmental assessment, and preparation of social management implementation framework (SMIF) as well as resettlement action plan, environmental management framework (EMF) and environmental management plan (EMP) as necessary for project implementation. This will also cover the project implementation plan, financing plan. Total project cost is about US$300 million covering 15 coastal districts. The duration of the project is about 05(five) years. The Consulting Services are thus divided into two phases; Assignment A is for comprehensive DSSP study and establishment of updated DSS database covering all vulnerable areas (cyclone and flood affected) for optimal selection of DSSP-I portion out of country’s DSS, its detailed project preparation studies, and preparation of detailed design and bidding documents for two or three packages for first years’ implementation; and Assignment B is for construction supervision, project management support and preparation of design and bidding of the remaining DSSP-I works. The contract for Assignment A would be financed from the proceeds of the Credit for ECRRP. The contract for Assignment B would be financed from the DSSP-I after its approval. The LGED now invites expressions of interest (EOI) from eligible consultants (firms) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar condition, availability of the appropriate skills among staff, etc. To prepare a short-list the EOIs would be reviewed on the basis of the following criteria and the short-listed firms will be invited to submit proposals. *Registration of the firm *Availability of appropriate skills among staff *Demonstrated capacity to handle such assignment *Experience in similar tasks Consultants may associate to enhance their qualification, but should mention whether the association is in the form of a “joint-venture” or of “sub-consultancy”. All members of such an association should have real and well-defined inputs to the assignment, and it is preferable to limit the total number of firms in the association to three. Special Instructions: *Incomplete/partial EOIs will be rejected. *Interested firm (s) must provide focused information demonstrating that they are qualified to perform the services. *The authority reserves the right to accept or reject any or all of the EOI, or annul the EOI process at any stage without assigning any reason(s) whatsoever and without incurring any liability to the affected applicant(s). A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).
