The Government of Mozambique through National Fund for Sustainable Development (FNDS) has received financing from the World Bank toward the cost of the Mozambique Land Administration Project (Terra Segura), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include i) the verification of various processes related to land regularization, applicable laws and other legal requirements in force in the country, methodologies for land regularization and safeguard instruments (environmental and social management framework and risk mitigation strategy, gender-based violence strategy) of the MozLand Project, for the purpose of ensuring compliance and improving the quality of DUAT and DELCOM bond allocation processes; ii) thorough verification of process transparency and community participation, proper treatment of common areas, resolution or proper registration and referral of conflicts and complaints, including overlap with areas of protection, and support in certifying that vulnerable families do not lose access to land; and iii) strengthening the capacity of national actors involved in land regularization processes to carry out process quality control and assurance.

The duration of the consultancy is 24 months, expected to start in September 2022 and should coincide with phase II of the RDUAT/DELCOM process.

The National Fund for Sustainable Development (FNDS) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: i) proven experience (at least 7 years) in consultancies of a similar nature; ii) working experience in sub-Saharan African countries; e iii) experience in the formalization of land occupation by communities and in individual parcels or other similar activities. Key Experts will not be evaluated at the shortlisting stage.

The shortlist will contain five to eight firms.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised successively in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
