Assignment Title: THE CONCEPTUAL DESIGN OF THE BASELINE SURVEY, THEMATIC STUDIES DURING MID TERM REVIEW AND ENDLINE IMPACT ASSESSMENT

The Independent State of Papua New Guinea has received financing from the World Bank toward the cost of the PNG Agriculture Commercialization and Diversification (PACD) project, and intends to apply part of the proceeds for consulting services.

The development objective of PACD is to facilitate the development of competitive and diversified agriculture value chains for selected commodities (coffee, cocoa, coconut, spices and small livestock) in the targeted provinces. The project will be implemented by the Department of Agriculture and Livestock (DAL) through a Project Coordination Unit (PCU), the Cocoa Board (CB) and the Coffee Industry Corporation (CIC) of PNG. 

The consulting services (“the Services”) include an INDIVIDUAL CONSULTANT FOR THE CONCEPTUAL DESIGN OF THE BASELINE SURVEY, THEMATIC STUDIES DURING MID TERM REVIEW AND ENDLINE IMPACT ASSESSMENT. The successful consultant will be responsible for two primary components: (i) Development of PACD-IE Conceptual Framework; (ii) Support the delivery of the PACD mixed-methods baseline study report. The expected duration of the consulting assignment is 6 months starting Q2 2022.

The PCU now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: 

ESSENTIAL

  • A master's or doctoral degree in social sciences, economics, international development, agriculture or related field;
  • Eight years of experience management of large scale program evaluations;
  • Strong track record in designing and implementing mixed-methods impact evaluations;
  • At least five years of proven experience with data quality assurance mechanisms (fieldwork management, data entry programming, etc.);
  • Strong quantitative analysis skills and command of statistical software packages (STATA, SPSS, R);
  • Strong written and oral English proficiency. 

DESIRABLE

  • Experience with computer (including mobile devices) assisted data collection platforms;
  • Proven ability to facilitate communication between different stakeholders, government, non-government, and academic institutions;
  • Understanding of the Papua New Guinea agricultural sector, with track record of collaborating with the government;
  • Good understanding of agricultural value chains and related interventions;
  • Experience in similar activities/programs/projects, especially experience in cooperating with bilateral and multilateral donors, including the World Bank;
  • Experience of working in Papua New Guinea.
