Restricted Procedure: Programme de Promotion de l'Emploi et de la Croissance Economique dans l'Agriculture - Niger

Description: The "Programme de Promotion de l’Emploi et de la Croissance Economique dans l’Agriculture - PECEA" was initiated in mid-2014 and according to the original design scheduled to be completed in 2019. The total budget is DKK 195 million. The overall aim of the support is to improve private sector led sustainable economic growth and job creation, based on the agricultural sector.

The programme consists of two engagements. The aim of the first engagement is to stimulate inclusive and sustainable economic growth and job creation based on the further development of selected agriculture value chains in Zinder and Diffa regions. The support is being implemented within the framework of a delegated cooperation agreement with Swiss Development Cooperation. The second engagement aims at creating an enabling environment for the development of a dynamic and competitive private enterprise operating along the selected agriculture value chains, and creating the needed conditions for growth and job creation. The second engagement is delegated to the World Bank and is being implemented within the framework of the Trust Fund ‘Niger - Investment Climate and Competitiveness Support Project’ complementing the ongoing IDA-financed ‘Competitiveness and Growth Support Project’.

The overall objective of the mid-term review is to assess progress in programme implementation. The review will be conducted in accordance with DANIDA's Aid Management Guidelines and include assessments of whether the two engagements are implemented according to plans, whether expected results are achieved, developments in risk factors, aspects of efficiency and effectiveness and possible need for adjustments due to developments in the programme context. The review will - based on the assessments - provide recommendations for further programme implementation.

We are looking for a consultancy company who possess the necessary expertise and experience to assess the programme and its two engagements. This should comprise experience from similar assignments, including experience with the use of DANIDA's Aide Management Guidelines in conjunction with reviews. Experience in agriculture and rural development, including support for public as well as private players, institutional and capacity development, and M&E. Experience from the Sahel and Niger is a must. The company will be tasked to provide a team of three senior consultants: (i) institutional expert; (ii) financing expert; and (iii) rural infrastructure expert.

The assignment is expected to start in August and be completed during October 2017. Work in Niger (and Burkina Faso) is initially planned for the period 11 - 22 September. The total number of working days to be delivered is not expected to exceed 75 days.
