Description

United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:
UNESCO is seeking the services of an external evaluation team to conduct a Final evaluation of Our Rights, Our Lives, Our Future (O3) programme.


EXPECTED OUTPUTS
The Final evaluation of Our Rights, Our Lives, Our Future programme is expected to commence in July 2022 and conclude by early December 2022.
The five main deliverables for this evaluation are as follows:
1. Inception report which includes the evaluation framework, adjusted evaluation questions, detailed evaluation methodology and evaluation design matrix, sampling, work plan with clear distribution of tasks among team members, and draft data collection instruments.
2. Detailed report outline.
3. Draft Evaluation Report which includes the populated results framework as well as indicator data tables incorporating all countries across all indicators.
4. Final Evaluation report, which reflects input from the stakeholder/ validation workshop, as well as raw data in any of the following statistical packages (Excel, STATA, SPSS,) and transcribed qualitative scripts.
5. PowerPoint presentation and 2-3 page summary of the evaluation findings, conclusions and recommendations.

In the face of a downturn in the global diamond market and associated fiscal pressures, the government is prioritizing economic diversification and structural reforms to attract investment in services, manufacturing, tourism, renewable energy and digital infrastructure. Significant public investments and plans under the National Development Plan and Botswana Economic Transformation Program aim to upgrade transport, digital networks, and utility systems while expanding renewable energy capacity. However, implementation of infrastructure projects faces challenges including efficiency and planning constraints, underscoring the need for improved governance to ensure public investment translates into sustained inclusive growth.

Burundi

Burundi faces significant infrastructure deficits, particularly in energy, water and utility services, which constrain private sector growth and broader development. Recent investments co‑financed by the World Bank, African Development Bank, European Investment Bank and the European Union have expanded electricity generation through new hydroelectric plants and are improving access to clean water and sanitation services for hundreds of thousands of people. Ongoing sector reforms aim to strengthen institutional performance and attract private participation in service delivery. Despite these gains, national electrification rates and infrastructure coverage remain low, highlighting the need for sustained investment, improved governance and expanded connectivity to support inclusive economic growth.
