1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business, issue no. WB 622-721 of 1st February 2008 2. The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Second higher Education Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Supply, delivery and installation the equipments for the Group I ( Civil Engineering) 3. The University of Transport and Communications now invites sealed bids from eligible and qualified bidders for: Contract EEC1.1.1: Supply, delivery and installation the equipments for model laboratory *1.1.1: Designing the structure of the model laboratory; quantity: 1 *1.1.2: Pseudodynamic Civil Structural Testing System: --1.1.2.1 Pseudodynamic rated Actuators 1,000 kN; quantity: 2 --1.1.2.2 List of Accompanied equipments; quantity: 1 --1.1.2.3 Pseudodynamic rated Actuators 500 kN; quantity: 2 --1.1.2.4 List of Accompanied equipments; quantity: 1 --1.1.2.5 Controller and Software; quantity: 1 --1.1.2.6 Measuring system and Software; quantity: 1 --1.1.2.7 The central oil pumping system; quantity: 1 --1.1.2.7 Portal Loading Frame; quantity: 1 *1.1.3: Reaction Walls --1.1.3.1: Reaction Wall 1; quantity: 1 --1.1.3.2 Reaction Wall 2; quantity: 1 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Qualifications requirements include: (a) Financial Capability The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): - Bidders should provide reports on turnover, profit and other norms in the last 3 years - Bidders should have a minimum combined working capital and available source of credit of USD 300,000 for the lot - Agents/bidders must have minimum average annual turnover in the last 3 (three) years of of USD 360,000 for the lot (b) Experience and Technical Capacity The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): - Manufacturers of the offered goods must have at least 3 (three) years of experience in manufacturing goods of similar nature. - Bidders must have at least 3 (three) years of experience in the supply and after sales service of similar goods. - The bidder shall have satisfactorily completed at least 01 contract of similar nature and value in the last 3 years. (c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement: - Bidders must furnish the technical specifications of each item. - Bidders must furnish Letters of Manufacturer's Authorization for the items specified in ITB 19.1 (a) # Section II Bid Data Sheet. - Bidders must furnish documents on commitments to warranty - Bidders must furnish the catalogue for each item A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents. 7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee USD 100 ( one hundred US dollars) or equivalent in 1.800.000VND from February 3rd, 2010 until March 23rd 2010, from 9:00am to 11:00am and from 2:00pm to 4:00pm except weekend and holidays. Bidders who wish to receive bidding documents through courier services should submit an additional amount of USD 50 for overseas delivery. 8. Bids must be delivered to the address below at or before 9a.m, March 23rd 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below. All bids must be accompanied by a Bid Security of USD15,500 for the contract 9.
