Climate Adaptation and Resilience for South Asia: Firm for developing climate-resilient transport (roads and bridges) guidelines for South Asia and recommend for road design standards up-gradation in Bangladesh and Nepal

The Asian Disaster Preparedness Center has received financing from the World Bank toward the cost of the Climate Adaptation and Resilience (CARE) for South Asia, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include developing climate resilient transport (roads and bridges) guidelines for South Asia and provide detailed recommendations for upgrading of road design standards for climate resilience in Bangladesh and Nepal. The upgraded guidelines will focus on the design of new infrastructure as well as the retrofitting, maintenance and rehabilitation of existing infrastructure including incorporation of Nature-based Solutions (NbS) for slope stabilization, use of innovative materials etc. to make the roads and road infrastructures climate resilient.

The details of the tasks are provided in the Terms of Reference (ToR). The services shall be concurrent with the term of the project, twelve (12) months, and should include seven (7) key personnel and other necessary non-key personnel.

The Asian Disaster Preparedness Centernow invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants will be selected in accordance with the Consultant's Qualification-based Selection (CQS) method set out in the World Bank’s Procurement Regulations and the minimum qualification and experience requirements include:

1.Organizational Profile: General Work Experience

a.Evidence of at least ten (10) years of work experience relevant to the ToR.

b.Availability of appropriate qualified staff /experts specific to the requirements of the ToR.

2.Specific work experience of the firm relevant to the assignment such as development of road and bridge design guidelines, integrating climate-change adaptation solutions, development of guidelines and design for Nature based Solutions (NbS) for roadside landslide mitigations and slope stabilization

a.Evidence of at least 2 successfully completed similar studies preferably in South Asia region.

3.Experience of the firm in the geographic region (South Asia) with good understanding of bureaucratic processes, data scarcity, and the political economy of the region.

4.Availability and access to infrastructure/equipment/software etc. required for the completion of the assignment.

5.Financial Capacity for the firm.

a.Submission of the financial size of the last 3 projects implemented by the organization.

b.Year-wise annual turnover details for the last 5 financial years.

6. Proven experience of working with government agencies, local authorities, the World Bank, Asian Development Bank, UN or international agencies in South Asia.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and July 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

SOEs, NGOs and universities (either alone, joint venture or sub-consultant) may be eligible to compete and be awarded contracts only if they can establish, in an acceptable manner that they (i) are legally and financially autonomous; (ii) operate under commercial law; and (iii) are not under supervision by the agency they will work with.
