Technical assistance in contract monitoring of the resource management system implementation in the judicial sector

The Ministry of Justice (MOJ) has received financing from the World Bank toward the cost of Euros 110 million and intends to apply part of the proceeds for consulting services.
The services include:
* Contract monitoring of the Resource Management System (RMS) implementation;
* Project management for the RMS implementation;
* Providing technical expertise.
The Ministry of Justice and Citizens' Freedoms, through the Department for Implementation of Externally Financed Projects, now invites eligible consultants to indicate their interest in providing the services. The consultant retained for this assignment is expected to be a firm with strong experience in performing contract monitoring and providing project management and technical expertise for complex information systems projects, ERP type systems in particular. The professional background of the consultants needs to be in the following areas:
* General experience in implementing complex, multi-site, multi-agency information systems, ERP systems
* General experience in project management for complex, multi-site, multi-agency information systems, ERP systems;
* Specific experience in implementation and project management of complex IS and ERP systems in public administration
* General experience in contract management for information systems implementation
* Good knowledge of IBRD standard contracts.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in the last 5 years, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The association may take form of a joint venture or sub-consultancy. In case of a joint venture, the consultants will be evaluated jointly and separately for the purpose of short listing. Interested consultants should clearly indicate the structure of their association and the duties of the partners and sub-consultants in their application.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines:
Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Expressions of interest must be delivered to the address below at or before 17:00 hours local time on September 24, 2009.
