Consultiing service: operation & maintenance training for embankment and landscape roads as well as technical assistance for capacity building of flood pre-warning

The People's Republic of China has received financial assistance from the World Bank to develop the Hunan Urban Development Project and it is planned to use part of the loan (US$ 0.50 million) for consulting services under contract TA02. In the contract, it is required to strengthen the operation of Water Resources Bureaus of Changsha, Zhuzhou and Xiangtan (“Changzhutan” for short) of Hunan, maintain and manage the embankment and landscape roads as well as enhance the capacities of monitoring and pre-warning flood conditions, so as to provide technical assistances for operating and maintaining Changzhutan flood landscape roads and enhancing the capacity of flood pre-warning, at the same time strengthen the capacity building of the project management organizations. The consulting services involve analyzing and assessing current situations and capacities of the existing embankment and roads management organization, recommending practical, advanced and efficient operation & maintenance measures and management modes as well as compiling operation & maintenance manuals for the embankment and landscape roads, developing flood condition management information system for the embankment and its relevant water conservancy projects, overseas tours, domestic training and other required services.

Entrusting by Changzhutan Project Management Office of Hunan Province, the Key Project Management Office of Water Resources Department of Hunan Province invites qualified consultants to express interests about the services mentioned above. Interested consultants must be qualified for undertaking the afore-said tasks and submit the following: company presentation, description of similar projects, experiences in similar conditions, relevant skills of staff, etc. Consultants may form a joint venture to enhance their qualifications.

A consultant will be selected in accordance with the QCBS procedures set out in the World Bank’s Guidelines:
Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).
