Project:

The Federal Ministry for Economic Cooperation and Development (BMZ) is planning to commit approx. 30 million EUR grant financing (including costs of the measure itself as well as costs for an implementation consultant) for the development of a novel German intervention in Iraq to strengthen climate-aligned public service delivery in the field of energy, water (incl. energy-water nexus) and/or agriculture to ultimately foster good governance. To identify viable project ideas and respective project partners (considering KfW' modus operandi as implementing agency of the German Development Cooperation, hence focusing on public partners) a scoping study is foreseen.

Requested Services:

The scope of work of this scoping study focuses on identifying suitable projects in the sector of energy, water, and agriculture (including multi-sectorial ones) in Iraq, to strengthen climate-aligned public service delivery in Iraq. All projects should be stand-alone projects with a needed investment around 30 million EUR.

The works will be carried out in two phases:

- Phase 1. The Consultant will identify relevant stakeholders and project partners, gather, and analyze the available public information provided by the stakeholders and, after discussion with KfW, identify a number of projects (at least 6 projects) from which four will be selected based on the evaluation criteria, for further analysis.
- Phase 2. The four projects selected will be further refined and a prefeasibility for each of them will be prepared.
