Description
MCC requires a Contractor to assist in the design and structuring of the reform and institutional capacity building activities to be included in the Sierra Leone Electricity Compact currently under development. This assignment comprises a review of the priorities and action plan for continued implementation of the Power Sector Roadmap, with specific assessments and development of requirements in the following areas:
Further improvement of electricity sector planning and sector coordination
Options for the evolution of the Electricity Generation and Transmission Company (EGTC) and of the Electricity Distribution and Supply Authority (EDSA)
Continued progress on tariff reform
Mobilizing increased private sector participation in generation
Integrating climate risk mitigation, energy efficiency and demand side management in sector strategies and institutional capacity
IT requirements and improved management processes in key sector institutions
Further development of geospatial capacities and systems
Review and development of Environmental and Social (E&S) including Counter Trafficking in Persons policies and implementation practices
Review and development of Women in Energy Program
Review and development of climate change policies and implementation practices
Human capital and technical capacity building requirements among key sector institutions
Implementation of the sector roadmap, sector financial sustainability, modeling of Policy and Institutional Reform (PIR) scenarios, and updating the short-, medium-, and long-term priorities of the sector.
Based on the analysis conducted on this assignment, MCC, together with the GoSL and the SLCDU, will select and scope the highest impact investment opportunities that can be implemented over the course of the 5-year Compact, which is expected to enter into force in 2024 or 2025.
