Consulting services for study on water and wastewater tariff & institutional reforms

Jiangsu Provincial Government (JPG) has received a loan from from the World Bank and intends to use a portion of the loan to the Study on Water and Wastewater Tariff & Institutional Reforms of consulting services for the Jiangsu Water Supply & Wastewater Project. The main tasks of the consulting services are to provide the consulting service for Jiangsu Provincial PMO during all implementation periods of the project, the consultants should provide the following services:
(1) Tariff Setting.
(2) Legal and Institutional Issues.
(3) Training and Capacity Building.
Jiangsu Provincial PMO is now inviting Expressions of Interest (EOI) from consultants who wish to be short-listed to provide the consulting services for Jiangsu Water Supply & Wastewater Project. The EOI should contain their related information (such as the firm's introduction, similar working experience, qualification of proposed staffs, etc.) for demonstrating the ability for said consulting service. Please provide EOI both in Chinese and English. Please also submit in Word format a set of digital copy of EOI.
The consulting service will be carried out under the management of Jiangsu Provincial PMO. Procurement will be undertaken through Quality-and-Cost-Based Selection (QCBS) in accordance with the World Bank's Guidelines:
Selection and Employment of Consultants by World Bank Borrowers
(May 2004, Revised October 2006).
The consulting service is expected to commence in September, 2011 and the service duration is planned to be 10 months.
The EOI submissions in hard-copy and e-mail should be submitted to Jiangsu Provincial PMO at the address below as following requirement not later than 12:00 a.m. (Beijing time) on June 30, 2011.
