Description

The Department of Foreign Affairs, Trade and Development (DFATD) is seeking a Contractor to provide Formative Evaluation Services for a formative evaluation of the Expert Deployment Mechanism for Trade and Development (EDM) project.

This formative evaluation for the EDM project has been commissioned at this point in time, because the project has reached a mid-point of its end date of 2025, allowing access to sufficient data for an assessment of progress in project implementation.

The purposes of the evaluation are to:

  1. inform how the project is being implemented and results achieved to date;
  2. inform the barriers and facilitators that have influenced the achievement of results to date;
  3. inform the level and extent of participation of stakeholders (governments, private sector, civil society and other beneficiary groups) in project implementation;

provide lessons learned on project implementation to date and seek opportunities for strengthening capacity going forward to ensure the sustainability of results.
