  1. The Government of the Republic of Angola has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP 2) and intends to apply part of the proceeds toward payments under the contract [1]for the design and construction of a distribution network and household connections in the city of Malanje – Lot 2.
  2. The Financial and Contract Management Unit (FCMU-WB/AFD) Ministry of Energy and Water (MINEA) now invites sealed Bids from eligible Bidders for the Engineering Design and Construction of network and household connections in the city of Malanje – comprising the detailed design and construction of 100 kilometers of network and 10,000 household connections serving mostly peri-urban areas, the design of the main interventions for the rehabilitation of the existing bulk water supply system, as well the rehabilitation of 6,000 household connections currently out of service, and 1,000 new household connections for Service Densification, in the zones already served by Malanje’s Water Supply Network.
  3. The Design and Build contract consists of the following phases and durations:
    1. Design phase of 6 months;
    2. Construction phase of 24 months; followed by
    3. Defects liability period (DLP) of 12 months.
  4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing" dated July 2016 and revised in November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  5. Interested eligible Bidders may obtain further information and inspect the Bidding document during office hours 09:00 am to 03:00 pm at the address given below
  6. The Bidding document in English may be obtained electronically free of charge by interested eligible Bidders by email at the address below.
  7. Bids must be delivered to the address below on or before 12 October 2022 Electronic Bidding will be permitted. Late Bids will be rejected.
  8. All Bids must be accompanied by a Bid Security of USD 150,000.00 (one hundred fifty thousand) or an equivalent in local currency or any freely convertible currency
  9. For Electronic Bids, bidders must include a scanned copy of the Bid Security in the bid and submit the original Bid Security by courier to the FCMU by 26 October 2022.
  10. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend virtually via Skype on 12 October 2022.

[1]      Substitute “contracts” where Bids are called concurrently for multiple contracts. Add a new para. 3 and renumber paras 3 - 8 as follows: “Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
