The Government of Pakistan has received financing from the World Bank toward the cost of the PHCIP and intends to apply part of the proceeds for consulting services.  The Project aim to increase the access to quality health services, and economic and social inclusion programs, among poor and vulnerable households in selected districts of Punjab.

PMIU-PESRP now invites experienced candidates having relevant qualification and experience to indicate their interest in providing the services: -

Financial Management Specialist

Qualifications

  • CA/ACCA/ CIMA or equivalent or master’s degree in Finance /Accounting (minimum sixteen years of education) from an HEC-recognized university/ institute

Experience

  • At least, eight (08) years of experience, after acquiring stipulated qualification, in Financial Management with demonstrated experience of working in government/ private or not for profit sectors in all areas of finance management as delineated in scope of work. The applicant should be well versed in proposing payment solutions to individuals and institutions under different programmatic components. [For qualified Chartered Accountants the required experience shall be five (5) years]  
  • Working knowledge of the public sector accounting with thorough understanding of PFM cycle, regulatory mechanism, is required
  • Financial modelling and grievance redressal mechanisms of large-scale grassroot citizens participatory organizations will be an added advantage.
  • Experience of financial reporting based on international Public Sector Accounting Standards will be required

Skills

  • Ability to work on any accounting software or Enterprise Resource Planning Package like SAP/ Oracle/ Peoplesoft etc.
  • Demonstrated ability to collect and/or analyze data generated from the field and produce progress reports.
  • Written and oral fluency in the English language.
  • Proficient in using MS Office (Word, Excel, & Power Point).

The selection will be made in accordance with the Open Competitive Selection of Individual Consultants of World Bank Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Interested candidates should submit the Expression of Interest with Curriculum Vitae (CV), copies of educational degrees, certificates, experience certificates, and CNIC by August 22, 2022 till 3:00 PM. The applicants should clearly mention relevant years of experience and qualification at the top of the CV. If a face-to-face meeting is required, same shall be done virtually
