Description
The Rocky Mountain Research Station (RMRS), Office of Innovation and Organizational Learning – Missoula, MT intends to issue a firm fixed price, sole source award to Conley, Forrest, 26 Monterey Rd Santa Fe, NM 87508 for Design and Implementation of the Forest Service’s Coordinated Response Protocol (CRP).

This procurement is being conducted under FAR Subpart 13.106-1(b)(1). Coordinated Response Protocol (CRP) and Learning Review (LR) are essential to the understanding of real world accidents within the Forest Service in attempt to prevent future accidents/incidents. The proposed CRP and LR modules to be created are based on modules previously developed and implemented by Conley, Forrest. As the new work to be performed is a direct continuation of CRP and LR learning modules already developed, any other contractor would have to recreate the modules resulting in additional costs and delays to the Government and is therefore authorized under FAR 13.106-1(b)(1).

The anticipated award date is August 26, 2022. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $16,500,000.00. A determination by the Government not to compete this requirement was based market research. A solicitation will not be issued. Oral communications are not acceptable in response to this notice. USA

The United States maintains extensive infrastructure across transport, energy, water systems, digital networks, and industrial facilities to support the world’s largest economy. Infrastructure financing combines federal and state budgets, municipal funding, private investment, and public-private partnerships. Recent federal initiatives have increased investment in roads, bridges, rail, broadband, clean energy, and semiconductor-related infrastructure. Aging infrastructure, regional disparities, and climate resilience are major long-term planning challenges.
