The Government of Mozambique has received financing from the World Bank toward the cost of the Energy For All Program (ProEnergia and ProEnergia+), and intends to apply part of the proceeds for consulting services of a Grant Facility Manager (“the Manager”) to support FUNAE, FP in expanding the off-grid solar and clean cooking markets nationwide with a focus on remote, underserved and vulnerable provinces where poverty incidence is high and population density is low.  The Manager will manage the operationalization, launch and day-to-day operation of the Grant Facility, which will provide pre-financed and results-based grants, as well as technical assistance to the off-grid solar and clean cooking private sectors.

The “Programa Nacional de Energia para Todos” [Electricity for All National Program], as a national coordinated plan to reach all Mozambicans with electricity access by 2030, establishes two spaces namely (i) On-Grid side - the expansion and densification of the national grid, and (ii) on Off-Grid side - the promotion of alternative decentralized solutions such as solar home systems.

Creating a financing platform ("the Grant Facility") for private-sector participation in energy service delivery will stimulate the value chain of modern, renewable energy solutions, by helping to address the challenges, overcome market barriers and accelerate delivery of energy solutions to the population. A key feature of the National Electrification Strategy (NES) in scaling up the deployment of off-grid solutions is indeed to attract private sector participation to the off-grid market, as providers of standalone systems for public institutions, MSMEs and households. Providing access to finance for both supply and demand, in combination with incentives to promote servicing in areas non-commercially viable are key to accelerating off-grid access provision in line with GoM’s goal to achieve universal access by 2030.

The consulting services (“the Services”) include i) Technical design, preparation, and launch of the facility; ii) Coordination of rollout of financing windows and call for proposals, including conducting the required appraisals; iii) Technical assistance program for off-grid solar and clean cooking businesses; and iv) Ongoing facility operations management and monitoring, contracting, disbursing funds based upon contractual engagements and evaluation and reporting of progress and results. Such responsibilities also entail implementing solid governance, close monitoring of the projects, and regular reporting to FUNAE and other stakeholders.

The Facility will receive a funding allocation from the ProEnergia and ProEnergia+ projects to provide financing to the sector over a period of 3 years, with 1-year extension contingent on successful performance and funding availability, ensuring full consistency with the TOR available on the following website: www.funae.co.mz.

The FUNAE, FP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: (i) experience managing and structuring finance facilities in similar markets within the last 10 years, having successfully delivered (or be delivering) at least 2 similar assignments in size, complexity, technology, operational context, economic and social settings of Mozambique within the last five (5) years, out of which at least one should be Results-Based Financing (RBF); (ii) experience in, and understanding of both, the off-grid solar and clean cooking markets in Sub-Saharan Africa, ideally including pay-as-you-go (PAYGO) solar (minimum 5 years); (iii) international experience, understanding of success factors of private sector enterprises and applicants/grantees with demonstrated experience delivering focused and targeted technical assistance to private sector companies in the solar and/or clean cooking space. Detailed required qualifications and experience can be found in the TOR. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers.
