1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Gateways, dgMarket on 3 October 2008. 2. The Kingdom of Tonga has received a grant from the International Development Association toward the cost of Tonga Transport Consolidation Project, and it intends to apply part of the proceeds of this grant to payments under the contract for an Airport Rescue and Fire-fighting Vehicle under contract number TAL/GD/01. 3. The Ministry of Transport now invites sealed bids from eligible and qualified bidders for the supply and commissioning of an airport rescue and fire-fighting vehicle, to be located at Tonga’s Fua’amotu International Airport. The goods are to comply with ICAO requirements. The period of delivery and commissioning will be 270 days from the contract’s effective date. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Qualifications requirements include: Minimum liquid assets of not less than US$230,000; annual turnover of not less than US$2.25 million per year in production and/or supply of airport rescue and fire-fighting vehicles; evidence of business activity of a similar nature for a minimum of ten years; details of past similar experience, including names and contact information, of supplying and installing similar sized and natured contracts during the past ten years. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents. 7.
