1. Background: The Government of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoFP) toward the cost of Enhancing Community Resilience and Local Governance Project (ECRP) II and Public Financial Management & Institutional Strengthening Project (PFMIS).  

The Project Development Objective (PDO) of the ECRP is to improve access to services, strengthen flood resilience, and enhance institutional capacity for local service delivery and integrated disaster risk management at national and sub-national levels. The Project has four (4) components namely: (i) Infrastructure and Services for Community Resilience (ii) Institutional Strengthening (iii) Project Management and Learning; and (iv) Contingent Emergency Response. While the PDO for PFMIS is to improve and build capacity for budget preparation and implementation. The following are the components of PFMIS: (i) Strengthening Budget Preparation Processes; (ii) Strengthening Transparency and Predictability of Budget Implementation and Procurement for Priority Spending Areas; (iii) Supporting Institutions, Capacity Development and Facilitating Change for PFM Reform; and (iv) Project Management and Learning. 

The Ministry of Finance and Planning in partnership with Local Government Board (LGB) and the World Bank have agreed to contract International Organization for Migration (IOM) to lead in the implementation of components 1 and 2 of ECRP II The PFMIS will be implemented directly by MoFP.

A Project Management Unit (PMU) has been established within the MoFP to cater for both of the projects with the primary task of project management and overseeing the performance of IOM and other service providers, stakeholder outreach and communications, fiduciary and procurement management, Monitoring and Evaluation (M&E), community engagement, and risk management related to social and environmental safeguards, fiduciary oversight as well as maintaining infrastructure quality and standards. The ECRP-II PMU will also coordinate communications and contacts between the LGB and County Coordination Teams (CCTs) established under ECRP to regularize support for constructive county engagement in local resource management, service delivery improvements, and maintenance activity.

The Ministry of Finance & Planning intends to apply part of the proceeds of the grant to fund the position of a Monitoring and Evaluation (M&E) Specialist to provide M&E leadership, oversight, technical guidance and support to implementation of ECRP-II.

2. Scope of Services and Responsibilities: The scope of services for the position include but not limited to the following tasks:

Provide relevant technical assistance to the Project Manager and the Project team; Assist in knowledge building and dissemination of lessons learned for the ECRP II team; Review the Project’s results framework to enhance efficient and comprehensive monitoring and measurement of the project achievements; Set up an M&E system including M&E guidelines, implementation arrangements, and M&E plan; Design, operationalize, and maintain the Management Information System that utilizes geo-enabled monitoring technology; Collect and provide essential data and information to the project management and project implementing partners; Synergize the M&E systems of project implementing partners, i.e., IOM, including service providers; Develop the regular reporting format for component reports, draft the regular progress reports that compiles all project activities utilizing the latest data; Establish linkage between PMU field team and the World Bank‘s Geo-Enabled Monitoring System (GEMS); In coordination with IOM, help finalize the village and county profiling; Draft an M&E capacity building plan; Review the quality of data collection, identify challenges and rectify them.

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

3. Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting will include:

(i) Master’s Degree in M&E, Project Management, Development Studies, Social Science Research, Statistics, Economics, or equivalent; (ii) a minimum of 5 years of work experience in program, monitoring and evaluation; (iii) at least 3 years of proven experience in strategic approaches for program monitoring and evaluation and assessment of best practices and lessons learned; (iv) Experience in the following are highly desired: work on M&E in FCV countries; designing of geo-enabled MIS; leading M&E work in development projects; building capacity of counterparts; and data analysis  (v) Fluency in written and oral English.

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, core values and principles listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

4. Duration:

Duration of the assignment is 12 months, renewable based on satisfactory performance and availability of funds.

5. The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest

6. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

7. The MoF&P now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.  Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request from the e-mail at the address given below.
