The Oxfam CLV Cluster is comprised of three countries, Cambodia, Laos and Vietnam. Our Vision for the CLV Cluster is to increase our impact on the ground, strengthen our ability to influence policy changes at country and regional levels, raises income and saves costs.
All programs and projects in the CLV cluster are implemented effectively in contribution to the CLV Cluster Strategy 2022-24 and country strategies in each country. All programs across Cambodia, Laos and Vietnam are collaborating with each other to achieve the common CLV goal and objectives.
TEAM PURPOSE The Oxfam in Laos Gender and Inclusion Team delivers Oxfam in Laos’ Gender and Inclusion program portfolio in Laos as part of the Lao Country Strategy 2022-24 and the CLV Strategy 2022-24.
JOB PURPOSE: The Program Manager Gender and Inclusion will manage the strategy development and implementation of Oxfam in Laos’ Gender and Inclusion program portfolio in Laos. Leads the program team and in partnership with implementing partners and close co-operation with key actors, achieve policy, attitude and practice change to improve gender equality and inclusion. Provide specialist knowledge to the strategy development and implementation of gender justice, women rights and inclusion as part of the Oxfam in Laos, and Oxfam Cambodia, Laos and Vietnam (CLV Cluster) Strategies 2022-2024.

KEY RESPONSIBILITIES
Program and Strategy
Manage the overall implementation of the Oxfam in Laos Gender Justice Program portfolio of projects, including COVID response and recovery projects with a gender and inclusion focus
Lead a process to develop an Oxfam strategy for Influencing on Gender and Inclusion in Laos
Lead and manage program and project planning in the Gender Justice portfolio,, identifying and maintaining direct contacts with partners, monitoring and supporting partners in project implementation and their organizational capacity development, and overseeing program financial management.
Overall responsibility for managing and monitoring program quality in the gender and inclusion portfolio, including reporting to donors on progress of funded projects
Responsible for identifying, organizing, facilitating and monitoring capacity building processes for partners and other related stakeholders in the gender and inclusion portfolio.
Monitoring, Evaluation, Accountabilty and Learning
By linking the Laos country strategy to CLV initiatives, support and contribute to CLV wider program quality, influencing, and knowledge and learning initiatives.
Facilitate learning activities to strengthen capacities among Oxfam team; Lead the development of a Monitoring, Evaluation, Accountabilty and Learning (MEAL) framework for the Gender and Inclusion program portfolio.
Resource Mobilisation
Take the lead and/or contribute to resource mobilisation for gender and inclusion for Laos, within the framework of the CLV Cluster Business Development workplan.
Actively engage in discussions with partners and other stakeholders in Laos and the CLV Cluster to develop programs that can foster external funding opportunitie.
Representation and Liasion
In liaison with the National Director, Laos, represent and communicate Oxfam’s public policy and positions on gender and inclusions to Lao institutions, Government of Laos, international, national and local organizations as required.
Actively engage with Laos based organizations working on gender justice and inclusion
Oxfam in Laos Focal point on gender and inclusion; engage in gender and inclusion forums within the CLV Cluster, with Oxfam knowledge hubs and with other Oxfam stakeholders
Liaise with Oxfam regional and global colleagues on gender and inclusion and disseminate information to staff.
People and Management
Participate and contribute as a member of the Laos Country Management Team in the overall planning and management of Oxfam’s programs in Laos.
Provide leadership, management and guidance to the Oxfam in Laos Gender and Inclusion team; ensure the management of the team is in line with Oxfam's People and Culture policies and Oxfam’s Leadership model.
With support from CLV People and Culture Team, manage the life cycle of individuals within the team from pre-recruitment to exit including performance management processes.
Ensure implementation of Oxfam’s operational policies, procedures and guidelines, (especially gender equity, safeguarding, child protection) in all aspects of Oxfam’s work.

University degree/post graduate, preferably in development-related field.
Substantial knowledge and practice of gender and inclusion frameworks. Demonstrated commitment to feminist leadership principles and practices.
Extensive experience and skills in implementing gender and inclusion strategies, and gender and inclusion program development and program management in Laos
Understanding of cash transfers programs
Excellent interpersonal and team leadership and management skills.
Strong conceptual, analytical and strategic thinking; Ability to analyse development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors; Ability to influence others.
Good communication, presentation and facilitation skills; High level of written and spoken English and Lao.
Excellent interpersonal skills and ability to work with colleagues in dispersed locations and from multi-cultural contexts
Creative and able to work well under pressure, ability to prioritize and meet deadlines
Willingness to travel to remote areas of Laos.
