Project Overview and Role:
The Grants and Procurement Officer will join the USAID/Sri Lanka Private Sector Development (PSD) Activity, a 5-year, $12 million buy-in program under USAID’s global CATALYZE Blended Finance Mechanism. PSD is designed to support Small and Medium Enterprises (SMEs) in high growth potential sectors, as well as bolster women’s labor force participation in Sri Lanka. To do this, PSD will support SMEs to access technical assistance (TA) and financing needed to increase SME revenues, generate productive employment opportunities (including and especially for women), and ultimately contribute to economic diversification.
Grants and Procurement Officer will be responsible for documenting grants and procurement selection, awarding process. Responsible for maintaining hard and soft copies of the grants and subcontract documentation, supporting preparing monthly reports, minutes of the meeting, agreements, and memorandum. Assisting grantees and subcontract on communication and branding as per USAID regulation.
The Grants and Procurement officer will report to the Director of Grants, Operations and Finance and work closely with the senior grants officer to achieve expected deliverables.
The position is based in Palladium’s Colombo, Sri Lanka office. This is a one-year contract, with the possibility of an extension.
Primary Duties and Responsibilities:
Assist the Director of Finance, Grants and Operation in managing the grants and subcontract solicitation and award process
Working closely with the Technical Evaluation Committee members on evaluation processes.
Working closely with Director of Finance, Grants and Operation officer in writing memorandum, contracts, minutes of the meeting/discussions and weekly report
Performing Due diligence of the selected grant applications and subcontractor proposals.
Assist the Director of Finance, Grants and Operation to review of budget figures to be reasonable and accurate
Monitor and work closely with rest of the grant and procurement team to ensure deliverable and proposed activities outlined in selected grants and subcontract are on target. Report any adverse deviations to the
Director of Finance, Grants and Operation.
Training and capacity building of selected grantees and subcontract on USAID and Palladium policies and procedures
Monitor all grant and subcontract-related documentation, including but not limited to: Grants/Subcontract file
and grants/subcontract package for prospective applicants/bidders
Ensure grantees and subcontractors claims are checked and approved by respective PSD teams
Providing guidance to grant and subcontract recipients on financial reporting required
Review financial reports and make recommendations on grant administration and subcontracting process
Monitoring grantees and subcontract payments and ensure they follow Palladium payment polices
Field visit to grantees and subcontract on a needs basis and provide training on monitoring when required
Work closely with technical team members and assist them where required
Other relevant tasks as requested by Director of Grants, Operations and Finance and PSD Activity Team Lead
Required Qualifications:
Minimum Bachelor’s Degree or equivalent
Previous experience working in grants/finance/banking sector
Experience in auditing, accounting and credit assessment will be an advantage
Ability and track record maintaining documents and records in a systemic manner
Computer and technology literacy is a must
Sri Lankan professionals preferred
