Mission description

In cooperation with the Project Manager based in Paris, the local coordinator is in charge of supporting the implementation of the project, and more particularly on its coordination aspects. It will ensure a presence in Kigali throughout the project and will carry out the following work:

General follow-up of the technical activities of the project
Overall coordination for the programming (development/adjustment of plan of actions)
Coordination with the beneficiary organizations (Ministry of Information Technology, Communication and Innovation (MINICT); Rwanda Information Society Authority (RISA) and Rwanda Space Agency (RSA)
Ensure quality control of the work undertaken by short term experts
Ensure successful implementation of the Project’s activities (expertise, technical support, drafting and finalisation of activity reports, organise meetings of the respective working groups, organise workshop and seminars, draft minutes and reports, review of the reports, contribute to the elaboration of the inception,)
Provide direct advice notably in the form of fact-findings and analytical reports containing proposal for actions, and preparation and deployment of workshop and other similar activities.

Project or context description

Since several years, the Government of Rwanda attaches paramount importance to digital technology in its development strategy. The country has distinguished itself as one of the continent’s most ardent champions of the digital agenda based on country's successes in terms of connectivity, digitization of the administration, use of drones with sizable public investments made in digital infrastructure and public e-service expansion.

Cooperation in the digital sector is one of the priorities in the context of diplomatic relations between France and Rwanda, and is a cross-cutting priority of the declaration of intent concerning financing and implementation; digital innovation being regularly present in the statements of the French and Rwandan presidents.

Required profile

The local coordinator should demonstrate a global knowledge of digital administration (objectives, challenges and main technologies) and an experience in the management of international cooperation projects.

The candidates' career path will be assessed in the light of the following criteria:

Qualifications and skills

University degree at postgraduate level, in the fields of public administration, business administration, engineering or another discipline related to the project objectives. In the absence of such degree, at least 5 years of professional experience in relevant domains.
Fluency in written and spoken English and French.
Proven analytical, research and reporting abilities.
Ability to work in multicultural projects, and to coordinate different actors

General professional experience

3 to 5 years of professional experience in the management or coordination of international projects, including reporting and communication aspects.

Specific professional experience

Involvement in the implementation of minimum 2 large-scale assignments involving digital transformation in public sector.
Preferably knowledge of the public administration of Rwanda.
Knowledge and/or experience with administrative modernization projects and especially through digital technology
Preferably knowledge of the spatial sector.
