Background

Afghanistan is one of the world’s most complex emergencies, and the world’s largest humanitarian crisis. Afghan people are grappling with the impact of conflict, poverty, economic decline, and natural disasters. In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the center of the global response to the crisis in Afghanistan. UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security.

Under the supervision of the EVAW Programme Manager (PM), the Deputy EVAW Programme Manager is responsible for deputizing for the PM by overseeing the management, development, implementation, monitoring and reporting of EVAW programmes (as delegated by the PM) as well as supporting the management of team human and financial resources. This includes providing technical support to the implementation of the UN Women Afghanistan’s EVAW programmes, overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, monitoring the EVAW programme’s financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts.


Duties and Responsibilities

Oversee the programmatic development of UN Women Afghanistan’s EVAW programme, based on the Strategic Note and Biennial Workplan

Advise and guide the development of the office’s EVAW strategy including design and formulation programme/ project initiatives.
Review and provide feedback to ongoing projects/ programmes on related EVAW strategies and documents, workplans, case studies, and related knowledge products and publications.
Provide strategic and specialized technical advice on the development of systems, processes and mechanisms to support EVAW programme planning, implementation, monitoring and progress reporting.
Review and evaluate EVAW proposals and oversee the preparation of donor proposals and reports.
Finalize EVAW policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.

2. Provide technical support to the implementation of UN Women Afghanistan’s EVAW programme

Manage implementation of the EVAW team’s biennial annual work plans and provide recommendations to assure compliance with programme goals and results-based indicators.
Analyze and ensure alignment of project budgets with logical framework matrices and work plans.
Oversee EVAW programme quality control and identification of potential challenges.
Ensure all programme management specialists and support staff in the EVAW team have aligned project and activity plans with the biennial workplan.

3. Oversee monitoring and reporting for UN Women Afghanistan’s EVAW programme

Review and recommend EVAW programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results.
Oversee the monitoring of progress against mutually agreed EVAW results frameworks and performance indicators.
Gather information and prepare reports on progress of EVAW programme implementation for senior management and donors. prepare technical reports.
Provide technical support in the preparation of audits and follow up on the implementation of audit recommendations for the EVAW team.
Develop, coordinate and provide training on EVAW matters and results-based management to for staff and partners.

4. Review budget management for UN Women Afghanistan’s EVAW programmes and manage its people.

Co-manage the EVAW team, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities.
Monitor the EVAW Team’s programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results.
Ensure effective information flow, communication and coordination between all staff in the EVAW team.

5. Build partnerships and support in developing resource mobilization strategies for the EVAW programme

Review and develop partnerships and resource mobilization strategies for the EVAW programme.
Finalize relevant documentation on donors and develop potential opportunities for resource mobilization for the EVAW programme
Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing for the EVAW programme.
Determine programmatic areas of cooperation, based on the strategic goals of UN Women Afghanistan, the EVAW programme and donors’ priorities and develop the relevant partnerships.

6. Manage inter-agency coordination to achieve a coherent and aligned presence in the area of EVAW in Afghanistan

Provide substantive technical support to the PM on inter-agency coordination activities related to EVAW by attending meetings, events, and participating in groups and committees.
Coordinate with other UN agencies, donors and NGOs to ensure the EVAW programme is harmonized and aligned with other in-country efforts.
Take part in common country level UN Country Team processes exercises related to the EVAW.

7. Lead advocacy, knowledge building and communication efforts

Represent UN Women in meetings and policy dialogues on EVAW.
Manage EVAW advocacy strategies and their implementation.
Identify EVAW best practices and lessons learned to guide programme improvement and strategy planning.
Lead the development of EVAW knowledge management strategies and methodologies and products on EVAW.

8. Perform other job-related duties as requested by supervisor from time to time

Required Skills and Experience

Education and certification:

Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, health or another relevant field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification would be an added advantage.

Experiance:

Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects.
Technical expertise and past work experience in EVAW or Sexual and Gender-Based Violence.
Experience working in post-conflict or conflict environment is an asset.
Experience of managing partners (with a focus on civil society organisations / NGOs) is an advantage.
Experience working in the UN System is an asset.
Experience in leading/managing a team is an asset.

Language Requirements:

Fluency in English (written and oral) is required.
Knowledge of the other UN official working language is an asset.
Knowledge of local languages is an asset.
